Position Overview:
Analytic Services, Inc, (ANSER) is seeking a Chemical & Biological Security Policy Analyst to work onsite at the Mark Center in Falls Church, VA in support of the Chemical and Biological Defense Program (CBDP) providing support to the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)). The person in this role will be part of a team that supports oversight and management of the DoD chemical agents and biological select agents and toxins (BSAT) security programs.

Position Responsibilities:

  • Support the development, revision, and coordination of Department of Defense (DoD) directives, instructions, and other issuances related to chemical and biological agent safety, surety, and security.
  • Support ODASD(CBD) responses to findings and recommendations from the Department of Defense Inspector General (DODIG) and Government Accountability Office (GAO) on chemical agent and BSAT security.
  • Perform analysis and make recommendations to the ODASD(CBD) government lead to approve/disapprove agreements for the provisioning or transfer of chemical agent to non-DoD U.S. Government agencies, State, local, and private entities.
  • Provide support to the government lead for chemical agent provisioning program tasks.
  • Conduct DoD and Contractor Owned Contractor Operated site inspections of laboratories and facilities in conjunction with the Department of the Army Inspector General.
  • Provide technical expertise and lead efforts to include action groups, councils, process teams, and working groups as required.
  • Support day-to-day program oversight and implementation of DoD chemical and biological (CB) agents security policy in accordance with national and DoD policies, which includes: policy coordination and development; resolution of policy interpretation and implementation issues/questions; resolution of findings and recommendations from the Government Accountability Office, DoD Inspector General, and Army Inspector General; development of waivers and exceptions to policy; and respond to policy-related Congressional and public inquiries and requests for information.
  • Provide interagency coordination, including implementation/harmonization of DoD and Federal bio security policies and Executive Orders, and coordinate/interact with interagency working groups and bodies.
  • Support the review and revision of chemical agent and BSAT security policy and the approval/disapproval of waivers and exceptions.


Required Qualifications:

  • Possess an active Secret security clearance.
  • Bachelor's degree in a relevant field.
  • 5+ years of related experience.
  • Experience being an Action Officer within the DoD.
  • Experience developing products for senior DoD officials (e.g., action memoranda, information memoranda, presentations, etc.).
  • Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel.
  • Possess strong written and oral communication skills.
  • Possess strong organizational skills with attention to detail.
  • Ability to work in a high demand, high paced environment.


Desired Qualifications (NOT REQUIRED):

  • Possess an active TS/SCI security clearance.
  • Experience in a Chemical and Biological Defense Program organization or with an interagency equivalent.
  • Experience working chemical and biological agent safety, surety, and security policies and issues within the DoD or interagency.
  • Experience developing and coordinating DoD directives, instructions, and other issuances.
  • Experience conducting DoD and Contractor Owned Contractor Operated site inspections of laboratories and facilities.
  • Experience leading efforts at action groups, councils, process teams, and/or working groups.
  • Experience coordinating with the interagency on policy issues.
  • Experience with aligning program policies to national and DoD policies.
