Job Description:

Position Summary:


The College of Public Health Department of Biostatistics is seeking a Research Support Administrator/Director of Finance and Research Operations to manage the financial and research operations of the Clinical Trials Statistical and Data Management Center (CTSDMC).


Grant Exploration and Development

  • Develop and recommend objectives for research programs, grants, and contracts.
  • Evaluate funding opportunities and interpret guidelines to enhance Center research portfolio.
  • In coordination with center Directors, lead the preparation of multiple research grants. Review budget proposals for Center projects to ensure adequate resources for each project.
  • Develop and evaluate research proposals.

Post-Award Administration/Financial Responsibilities

  • Oversee all financial operations of the CTSDMC.
  • Review annual budgets for multiple grants and monitor fund allocation and expenditures.
  • Evaluate and authorize payments for materials, facilities, staff, and faculty.

Compliance

  • Work in collaboration with University General Counsel and Sponsored Programs offices as well as administrative staff to establish, maintain and monitor numerous complex grants, contracts, subcontracts, and other agreements.
  • Monitor the development and periodic review of Center policies and procedures. Monitor and evaluate Center quality assurance program.
  • Monitor Center compliance with regulatory requirements.

Operational/Administrative Support

  • Represent the Center at symposiums, conferences, workshops, international meetings, and various federal, state, and private programs.
  • Develop and execute strategic vision for the CTDSMC to meet grants-related goals of the Center
  • Implement procedures for efficient research operations.
  • Coordinate the Clinical Trials Statistical and Data Management Center Executive Committee.

External Communications and Negotiations

  • Communicate with University of Iowa units to assure compliance, adherence to policies and status tracking, and direct communications with sponsors and other entities.
  • Serve as liaison to investigators, collaborators, federal and non-federal agencies, organizations, and individuals for the ongoing management of research programs, grants, and contracts.

Leadership/Supervision

  • Assume responsibility for staff development utilizing advanced management techniques, and through goal setting exercises, training and development programs, group, and individual meetings to develop accountability, effectiveness, and employee satisfaction.
  • Hire, develop, and manage the performance of staff; assure staff are compliant with UI policies and procedures.
  • Oversee Center human resource functions such as assessing personnel needs, interviewing, selection, training, performance evaluation, salary determination, promotion, and disciplinary action.
  • In coordination with other Center Directors, determine appropriate staffing levels for all Center teams.
  • Maintain effective working relationships with faculty, staff, investigators at other institutions, program officers and the public.
  • Monitor and evaluate quality control procedures and productivity measures throughout the Center.

Required Qualification:

  • A master's degree in business administration or a related discipline, or an equivalent combination of education and experience.
  • Minimum of 5 years of experience managing federal, state, and/or private grants and contracts, particularly with federal granting agencies such as NIH.
  • Excellent written and verbal communication skills, as demonstrated at an extensive proficiency level.
  • Minimum of 5 years of experience in managing a diverse research portfolio.
  • Minimum of 5 years of experience in the management of collaborative research, including with external and/or federal partners.
  • Professional experience working effectively with individuals from a variety of backgrounds and perspectives.
  • Ability to travel, including international travel, valid driver's license, and ability to meet UI fleet safety standards.
Highly Desired Qualifications:

  • Previous experience working in clinical trials, including writing multi-center clinical trial grant proposals.
  • Demonstrated experience in the support and management of cross-functional teams.
Desired Qualifications:

  • Experience preparing and submitting federal, state, and/or private grants and contracts.
  • Extensive knowledge of university policies, procedures, and regulations.
  • Previous supervisory experience.
  • Evidence of success in working with multiple groups of people including granting agencies
