Job Description:

At MLT, we create solutions by empowering our people to fulfill their passion for service. In support of Product Manager Ammunition, we are seeking a Budget Analyst III with experience in supporting DOD Federal acquisition programs; knowledge of policy/principles/organizational protocols.

Budget Analyst identifies, analyzes, and resolves a range of budgetary problems. Develops alternative methods of funding. Formulates budget estimates for programs in which objectives, work processes, staffing needs, and funding requirements have changed to the extent that substantial re-budgeting is required each year. Develops and administers the budget execution plans for industrially funded activities subject to fluctuating revenues and changing demand for services, which necessitate reprogramming actions throughout the fiscal year.

The specific requirements and tasks may include, but are not limited to the following:

  • Report directly to the Lead for Financial Management (Lead-FM);
  • Create each Spend Plan ID (SPID) in the CERBERUS finance reporting tool in accordance with the spend plan prior to the Pre- Phasing Execution Plan (PEP) submission;
  • Update and maintain SPIDs to account for changes in program requirements and changes in phasing;
  • Ensure that SPIDs are linked with Defense Agencies Initiative (DAI) (via the funding document field), and that actual commitment, obligation, and expenditure data is reflecting correctly in CERBERUS;
  • Identify discrepancies between the Microsoft Power BI dashboard, DAI, and CERBERUS for daily remediation;
  • Manage funding documents from cradle to grave, which includes:
  • Creating the funding document with all required information and attachments in DAI;
  • Routing the funding document in DAI and monitoring document workflow statuses until approved by signers;
  • Linking funding documents that were created in DAI in CERBERUS to ensure proper tracking of funds execution;
  • Sending funding documents to the activities for acceptance and following up as necessary;
  • Upon acceptance, acknowledging Military Interdepartmental Purchase Request (MIPR) in DAI, and uploading funding documents and/or contracts to Managerial Account Office (MAO) for obligation in DAI;
  • Following-up regarding funds execution and initiating de-obligation/pullback actions as appropriate upon contract closeout and/or completion of efforts to include monitoring PoP and delivery dates and taking appropriate action once completed;
  • Tracking, verifying, and reconciling that de-commitments and de-obligations have posted to the accounting system when funds are returned from the performing activities or when excess funds are pulled back;
  • Reconcile discrepancies within DAI to ensure records are successfully created and approved and recorded in the system.
  • Research, validate, report, and follow up with funding records in support of the Dormant Account Quarterly (DARQ);
  • Apply generally accepted accounting principles (GAAP), as well as follow Department of Defense (DoD), Department of the Navy (DON), and United States Marine Corps (USMC) policies in executing and/or reporting of financial relevant and supply accountability transactions;

Education/Experience:

High School Diploma or GED required. Bachelors is preferred with Eight (8) years of relevant work experience in public or private sector business/financial management, technical analysis, or logistic support analysis directly related to task area. Six (6) years of direct experience may be substituted for a Masters degree.

Specific/Preferred Requirements:

  • This position requires an active Secret Security Clearance;
  • Working familiarity with financial and business applications which currently include the following systems: Defense Agencies Initiative (DAI), CERBERUS, Dormant Account Quarterly (DARQ), Microsoft Teams, ADVANA, Wide Area Work Flow (WAWF), MyInvoice, and Electronic Document Access.
  • Working knowledge of the acquisition Planning, Programming, Budgeting, Execution, and Assessment (PPBEA) process and general characteristics of the Operation and Management Marine Corps (OMMC), Procurement Marine Corps (PMC), and Research, Development, Test, and Evaluation (RDT&E)
  • Proficient in MS Office products (Word, Excel, Project, PowerPoint);
  • Ability to adapt to fast paced and changing environment;
  • Excellent communication skills both oral and written.
