Job Description:

QUALIFICATIONS:
  • Bachelor's Degree in Business or related field, Master degree preferred
  • Minimum 7 years of related professional experience, 10 years preferred, or an equivalent combination of education and experience
  • Minimum of 5 years of experience supervising and developing the capacity of staff
  • Experience developing and managing budgets, schedules, projects
  • Familiarity with public procurement laws, building codes, building trades, and other regulations and best practices related to areas of oversight is highly desirable
  • Experience planning, implementing and evaluating the effectiveness of programs and implementing changes that improve operational efficiencies
  • Proficient using data to guide professional practices and when making recommendations for improvement
  • Detail-oriented with strong organizational, time management, and project management skills
  • Excellent written and verbal communication skills
  • Proficient using technology such as MS Office, Google Apps, work order systems, financial systems (Munis), etc. essential to perform the role
  • Proficient reading, understand, and interpret complex, technical text and blueprints
  • Ability to work collaboratively to address concerns and resolve conflict in a professional, courteous manner
  • Current authorization to work in the United States by the first day of employment

PHYSICAL DEMANDS:

Physically capable of carrying out the daily responsibilities of the job including (but not limited to): consistently attending, working and standing for long periods of time, moving supplies, equipment, furniture, etc. into and out of various spaces, occasionally lifting up to 50 pounds without assistance, working on the floor, moving quickly when needed in response to an emergency, driving, handling and operating tools and equipment, and participating in physical activities if necessary to keep staff, students or others in the safe and out of harm's way.

POSITION OVERVIEW:

The Director of Operations oversees safety and security, emergency planning, capital projects, custodial services and maintenance, and transportation services under the direction of the Deputy Superintendent for Administration and Finance. The Director also serves in a liaison role to like departments in the town to ensure that school needs are addressed, and challenges are resolved in a timely fashion.

Primary Duties and Responsibilities:
  • Works with the Deputy Superintendent, Principals, operations staff, and the town to provide a safe, clean, secure and welcoming environment where staff and students can focus on learning.
  • Works with Principals, transportation contractors, public works, and operations staff to ensure students are transported to and from school and other school related activities timely and safely.
  • Develops and maintains emergency operations plans, trains response personnel, and maintains emergency resources in conjunction with public safety personnel.
  • Recommends to the Deputy Superintendent policies, procedures, and best practices that will not only ensure smooth, orderly, efficient and effective operations but also comply with federal, state, and local laws, regulations, and ordinances.
  • Ensures that maintenance and repairs to school spaces, equipment, and grounds are completed in a timely manner and minimize disruption to student learning.
  • Acts as the administrative representative on school construction and renovation projects from design to occupancy and keeps the Superintendent and Deputy Superintendent apprised of progress, delays, and/or any budgetary variances that may arise.
  • Conducts walkthroughs with staff, local officials, and other governmental agencies to ensure operations are in compliance with federal, state and local laws and regulations; and if not, develops and implements corrective action plans to address issues of concern (i.e. fire inspections, building inspections, health department inspections, elevator inspections, RMV, etc.).

Managerial Responsibilities:
  • Recommends, oversees and implements budgets for buildings and grounds, capital projects, and transportation services, approving expenditures as appropriate.
  • Ensures completion of routine and required paperwork related to purchasing/bidding, financial management, personnel management, permits, etc. necessary to operate facilities and transportation programs in the school district.
  • In collaboration with the Deputy Superintendent and Education Support Services Directors, creates handbooks, resource and training manuals, and other staff support materials.
  • Performs other related duties as assigned by the Deputy Superintendent.

Supervisory Responsibilities:
  • Manages, coordinates, and supervises the buildings and grounds and transportation departments for the school district
  • Oversees departmental staff in the schools, providing periodic observations and evaluations that are timely and constructive and completed based on the timetables set by the school district.
  • Offers training and guidance as necessary based on evaluations and departmental needs
  • Participates in hiring all department staff and presides over and/or participates in due process meetings related to discipline, grievances, reduction in force, etc. for operational departments
  • Works with the Deputy Superintendent and Human Resource Director to develop new staff orientation programs that include but are not limited to meeting supervisors, co-workers, and site-based administrators, touring the facility(s), reviewing policies and procedures, and ensuring they have the tools and resources needed to perform the requirements of their job.

Other Responsibilities and Expectations:
  • Participates in district wide school and town meetings, represents the administration on committees as requested by the Deputy Superintendent, and attends relevant events in the community.
  • Acts as a liaison between the school administration, town departments, contractors, and staff to communicate and resolve challenges that interfere with the smooth and orderly operation of Educational Support Services and/or may impact the delivery of quality educational services to students.
  • Coordinates work with school administrators and town departments to ensure disruption to teaching and learning is minimized.
  • Strives to create a high performing, cohesive, customer service oriented team.
  • Communicates information timely, frequently, and in a professional manner to the Deputy Superintendent, other administrators and department staff
  • Assists the Deputy Superintendent with administrative duties and projects as needed.
