Job Description:

BASIC FUNCTION:
Schedule and supervise personnel. Collaborate with section management and faculty to oversee service delivery. Provide and facilitate excellent customer service to patients and patient care areas and ensure quality and safety requirements are met.

JOB RELATIONSHIPS:
1. General supervision is received from the Laboratory Manager and the Medical Director.
2. General supervision is exercised over professional, technical, and student employees in the Blood Bank.

TECHNICAL COMPETENCIES:
1. Immunohematology: knowledge of and ability to perform transfusion associated testing and blood component processing using automation or manual methods.
• Reviews and interprets serologic testing, e.g. antibody identification.
• Participates in the development of transfusion management plans for patients with red blood cell antibodies, platelet antibodies or other special requirements, and makes arrangement to acquire specialized blood components.
• Ensures that equipment and reagents are performing as expected, identifies and resolves problems.
• Designs standard operating procedures and workflows for serologic testing, blood component processing and associated activities.
• Leads in the establishment of best practices for the Blood Bank.
• Collaborates with vendors on selection of products, validation and troubleshooting.

2 Technical competency training and development: knowledge of training and development processes, tools and techniques to develop and maintain technical skills of staff and students.
• Implements competency-based training and development programs.
• Monitors training progress, updates training rosters, and ensures completeness of training documentation.
• Develops annual competency assessment tools.
• Conducts competency assessments for designated staff.
• Coordinates and participates in continuing education.
• Coordinates training for rotating medical laboratory science students, pathology residents and other healthcare professionals.

3. Operations management: knowledge of and ability to manage effective and smooth operations in the laboratory by utilizing various management principles and techniques.
• Arranges work schedules, workflows, staff and resource allocations in the laboratory.
• Processes employee time records per university guidelines.
• Provides oversight of inventory and supply management.
• Assists with informatics activities in the laboratory, section, and department.
• Follows policies and procedures when managing the laboratory.

4. Clinical leadership: knowledge of key business concepts relevant to the healthcare function; the ability to balance business needs with patient care priorities.
• Collects statistical information to be used in the evaluation of clinical and financial performance.
• Monitors expenditures.
• Collaborates with other UIHC departmental committees and health care professionals.
• Participates in the evaluation of processes to enhance operational efficiencies, increase productivity and decrease costs without impacting the quality of patient care.
• Assists in developing the strategic goals and objectives for the section.

5. Quality management: knowledge of FDA regulations, AABB and CAP accreditation requirements for blood banks and transfusion services. Ability to monitor quality control, quality assurance, and proficiency testing and to create an environment focused on the delivery of quality patient care.
• Prepares for, participates in, and implements corrective action for regulatory and accreditation inspections.
• Monitors employee compliance with approved regulatory and departmental guidelines.
• Communicates and disseminates quality information and policy or procedure changes to all personnel.
• Facilitates quality assurance processes.
• Identifies preventive and corrective actions and/or process improvement.

6. Human Resources: knowledge of and ability to manage personnel.
• Conducts timely performance appraisals.
• Coaches and mentors staff members.
• Provides collaborative management for section and departmental personnel.
• Assists with interviewing and selecting new staff.
• Participates in the formal disciplinary process. Monitors and evaluates the effectiveness of the performance improvement plan.
• Demonstrates and facilitates professional development


REQUIRED QUALIFICATIONS:
1. A Bachelor's degree in a chemical, biological, clinical laboratory science, or medical technology program from an accredited college/university is required.
2. Reasonable (1 - 3 years) Blood Bank experience within the past five (5) years is required.
3. **Certification as Medical Laboratory Scientist (MLS) or specialist certification as a Specialist in Blood Banking (SBB) from the American Society for Clinical Pathology (ASCP) or certification as a Medical Technologist (MT) from Health Education and Welfare (HEW) is required.
4. Ability to interpret results of immunohematology testing and determine appropriate blood components for transfusion is required.
5. Knowledge of Food and Drug Administration (FDA), AABB and College of American Pathologists (CAP) regulations and standards for blood banks and transfusion services is required.
6. Must be proficient in computer software applications.
7. Excellent written and verbal communication skills are required.
8. Demonstrated leadership abilities and skills shown by successfully leading teams/groups in projects, work assignments, policy updates, etc is required.


DESIRED QUALIFICATIONS:
1. Blood Bank supervisory experience is desired.
2. Experience working in an academic health center is desired.
