The Housing Initiative at Penn (HIP) seeks applications for a Senior Research Associate/Analyst to conduct empirical research related to housing insecurity, economic precarity, and public assistance. HIP is dedicated to achieving more effective, equitable housing policy at the local, state, and national levels. HIP advances policy through rigorous research, civic partnerships, and honest and inclusive planning processes. As a member of the HIP research team, the Senior Research Assocaite / Analyst will be responsible for managing discrete research projects and will contribute to HIP research reports, briefs, events, and communications.


The Senior Research Associate / Analyst would manage the evaluation of two separate home repair programs: (1) Rebuilding Together Philadelphia's home repair work in West Philadelphia and (2) the Philadelphia Housing Development Corporation's Basic Systems Repair Program. The project team will measure the effectiveness of these programs at keeping people in their homes and at stabilizing and improving the health of Philadelphia's low-, moderate- and middle-income neighborhoods using both qualitative and quantitative research methods. The project will include: 1) qualitative analysis of stakeholder perspectives; 2) descriptive analysis of households and neighborhoods served; 3) impact analysis of home repair on neighborhood/block level housing stability and health outcomes; and 4) impact analysis of home repair on households directly served by programs.


Essential Functions


● Works directly with senior HIP staff and municipal, nonprofit, and community advisory board partners to conceptualize, design, and manage research projects


● Conducts research, including in-person qualitative interviews, and analyzes qualitative and quantitative data


● Manages graduate research assistants in supporting research


● Generates reports, working papers, journal articles, blogs, and other communications independently or in collaboration with staff/faculty


● Presents research at various venues and translates findings to broader audiences


● Works collaboratively as part of a tight-knit team

Qualifications


Qualifications


  • Demonstrated interest in affordable housing policy and/or racial and socioeconomic inequality
  • Strong quantitative analysis skills, including facility with statistical and geospatial analysis techniques (R or Stata preferred)
  • Strong qualitative research skills and experience with conducting interviews with people with lived experiences of housing and financial instability
  • Strong written and oral communication skills
  • Project-management skills, including ability to meet multiple deadlines, direct research assistants, advance complex projects, and manage nuanced relationships with project partners
  • Graduate degree in fields related to public policy, urban planning, sociology, or data management and analysis preferred
