The Riverside County Department of Waste Resources has multiple openings for Engineering Aide, Technician I, or Technician II at the Lambs Canyon and/or Badlands landfill sites. There is also an opening on the Environment Engineering unit located in Moreno Valley. The first resume/application review will be in January 2024.

The Engineering Aide or Technician will perform related field work at their assigned landfill, such as inspecting closed landfills and determining compliance with plans, specifications, County standards, and regulatory requirements.

Additionally, the Engineering Aide/Technician may prepare plans and cost estimates for public works construction projects under the direction of professional Engineering staff and perform calculations to determine available disposal capacity and expected site life Computer-Aided Design and Drafting (CADD) mapping and Geographic Information Systems (GIS) software applications.

Competitive candidates will have sub-professional engineering field experience working at a sanitary landfill or in a related public works setting, and drafting experience utilizing MicroStation/Inroads and/or AutoCAD/Civil 3D software applications. The most competitive candidates will possess comparable Public Works inspection experience.

The selected Engineering Aide or Technician I/II for the Environmental Engineering team will maintain, and monitor environmental systems such as landfill gas collection systems and groundwater remediation systems to maintain compliance with air and water quality environmental regulations. Monitor air and water quality with field instruments. Collect air and water quality samples for laboratory analysis. Collect accurate field notes and data, clearly communicate both verbally and in writing with supervisors and peers, assist with troubleshooting and repair of electromechanical devices, maintain and use specialized environmental monitoring instruments, safely perform work in confined spaces and variable field conditions.

The level at which the position will be filled is at the Department's discretion and is based on candidate qualifications.

The selected candidate will perform office/field work at the Badlands Landfill, Moreno Valley Headquarters, Lambs Canyon landfill and will be required to drive to various locations throughout Riverside County including Beaumont and the Desert sites. .

EXAMPLES OF ESSENTIAL DUTIES

Engineering Aide


  • Assist with performing a variety of site inspections at open and closed landfill sites related to Department compliance with state and county regulations involving landfill cover systems, drainage & erosions control systems, and National Pollutant Discharge Elimination System (NPDES).

  • Assists in the compiling/preparation of project drawings, permitting documents and regulatory correspondences.

  • Assists with performing surveying tasks (such as topographical surveys and setting out construction grade stakes).

  • Assist in construction inspections for public works construction projects.

  • Assist with the collection and preparation of field samples for laboratory analysis of a variety of soils, aggregates, concrete mixes, and other materials being used for construction projects.

Engineering Technician I
ENGINEERING:

• Make topographic, cross-sectional and profile drawings and maps using manual or computer aided techniques; prepare preliminary construction drawings; index and file maps, drawings and other engineering records.

• Take and prepare field samples for laboratory analysis of a variety of soils, aggregates, concrete mixes, and other materials being used for construction projects.

• Assist with performing a variety of site inspections at open and closed landfill sites related to Department compliance with state and county regulations involving landfill cover systems, drainage & erosions control systems, and National Pollutant Discharge Elimination System (NPDES).
• Assists in the compiling/preparation of project drawings, permitting documents and regulatory correspondences.
• Assists with performing surveying tasks (such as topographical surveys, grade checking and setting out construction grade stakes).

WASTE DISPOSAL:

• Assist in preparing technical reports on solid waste landfill sites, including availability of cover material, capacity analysis, effects of run-off, access, and ecological impact.

• Assist site engineer in survey support of daily landfill construction and quarterly site density survey.

• Assist in construction inspections for public works construction projects.

SURVEYING:

• Under close supervision, perform a variety of field and office sub-professional surveying work.

• Measure and record distances and elevations; perform level, GPS survey work; set stakes.

• Assist in conducting property ownership research.

• Assist in the preparation of final designs or drawings.

Engineering Technician II
ENGINEERING:

• Assist in preparing technical reports on solid waste landfill sites, including availability of cover material, capacity analysis, effects of run-off, access, and ecological impact.
•Assist site supervisor/site engineer in investigating and handling complaints arising out of disposal site operations.
• Perform daily site inspections of active landfill sites to ensure all permit and safety requirements are being met; assist site engineer in survey support of daily landfill construction.
• Take and prepare field samples for laboratory analysis of a variety of soils, aggregates, concrete mixes, and other materials being used for construction projects.

• Perform limited design of roadways and appurtenant; structures, revise elements of simple engineering designs within established limits.

• Calculate and compute quantity and cost of materials for a variety of construction projects; prepare maps using manual or computer aided techniques.

• Enter appropriate computer commands into system for mapping processes; digitize maps for data entry; operate plotter for computerized map preparation.

WASTE DISPOSAL:
• Assist in preparing technical reports on solid waste landfill sites, including availability of cover material, capacity analysis, effects of run-off, access, and ecological impact.

• Assist site supervisor/site engineer in investigating and handling complaints arising out of disposal site operations.

• Perform daily site inspections of active landfill sites to ensure all permit and safety requirements are being met; assist site engineer in survey support of daily landfill construction.

• Prepare interim grading and drainage plans for development of landfill disposal and borrow areas.

• Perform weekly inspection of the landfill gas condensate and/or leachate systems.

• Assist in construction inspections of public works construction projects.

SURVEYING:
• Perform moderately difficult sub-professional field and office surveying work.

• Inspect the construction of less complex public works projects and subdivision tracts to assure compliance with plans and specifications.

• Make computations and record readings; check and prepare field notes.

• Office Duties: Draft topographic, geometric alignment, cross-sectional, and profile drawings and maps using manual or computer aided techniques.

• Conduct property owner research.

MINIMUM QUALIFICATIONS
Engineering Aide ( $41,697.97 - $59,172.67 Annually)
Required Knowledge of: Mathematics, including the elementary principles of algebra and geometry as applied in sub professional engineering work.

Required Ability to: Learn the techniques and practices involved in assigned sub-professional engineering work; perform mathematical computations; keep clear and accurate notes; perform simple drafting; understand and follow oral and written directions; work cooperatively with others.

Engineering Technician I ( $49,086.96 - $77,102.27 Annually )
OPTION I

Experience: Two years of sub-professional civil engineering experience. (Completion of college level courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.)

Engineering Technician II ( $61,078.99 - $85,713.06 Annually)

OPTION I
Experience: Three years of sub-professional civil engineering experience. (Completion of college level courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for up to two years of the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.)

OPTION II

OPTION III

TO ALL POSITIONS:

License

: Possession of a valid California Driver's License. The selected candidate will perform office/field work at the Moreno Valley Headquarters, Badlands Landfill, or Lambs Canyon landfill and will be required to drive to various locations throughout Riverside County including Beaumont and the Desert sites.

Physical Requirements: The Engineering Aide or Engineering Technician will work outdoors and will be exposed to inclement weather conditions, smells, animals, and insects. Some hiking, walking, uneven terrain.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
