Job Description:

This position will support work at the NASA White Sands Test Facility (WSTF). WSTF is regulated by the Environmental Protection Agency (EPA), New Mexico Environment Department (NMED), New Mexico Office of State Engineer (NMSLO), Federal Executive Orders, and NASA agency environmental policy and guidelines. WSTF is a Resource Conservation and Recovery Act (RCRA)-permitted facility with significant environmental monitoring, remediation, and reporting obligations that require comprehensive field investigations, information/data generation and management, and regulatory compliance and reporting.

Navarro operates and maintains two groundwater extraction and treatment systems to address ongoing environmental remediation work at WSTF and is seeking a qualified individual to join a dedicated team of engineers and technicians to monitor, operate, and maintain both systems on behalf of NASA.

This role will require on-site presence and will primarily focus on supporting the Project Lead and Senior System Engineer/Operator.

NOTE: **Must have facility characterization for D&D purposes for chemicals of concern such as lead, beryllium, asbestos, or PCBs.
  • Assisting in the operation of the physical plants in full compliance with the provisions of all EPA, NMED, NMSLO, and NASA requirements.
  • Assisting and/or performing treatment system start-ups, shutdowns, and routine operations.
  • Supporting treatment system maintenance and troubleshooting activities with team members in accordance with applicable site safety and operational requirements.
  • Developing and maintaining specific task instructions and providing guidance and/or oversight to treatment system technicians.
  • Preparing and presenting daily operation monitoring reviews and daily operations reports to remediation system team members, Navarro and other site contractor management, and NASA project and management personnel.
  • Maintaining and updating treatment system maintenance records, daily operational logs, and equipment repair, replacement, and calibration logs.
  • Working with WSTF facilities and drafting personnel to develop, review, and/or update treatment system mechanical, instrumentation & controls, and electrical drawings.

Additional responsibilities may include:
  • Developing statements of work or procurement documentation for system upgrades or repairs.
  • Supporting WSTF environmental compliance and sustainability requirements as they relate to treatment system operations.
  • Working with other WSTF contractors or off-site subcontractors and equipment/software technical support representatives to facilitate the above activities.

Requirements
  • Bachelor's degree in engineering, Environmental Science, Environmental Chemistry, or a closely related field.
  • A minimum of five (5) years of professional experience in scientific, regulatory, environmental consulting, contracting or related industry. A master's degree from an accredited university can substitute one year of professional experience.
  • Must have a current valid driver's license and clean driving record.
  • Ability to obtain and maintain a security clearance.

The ideal candidate will have:
  • Experience with the operation and maintenance of groundwater treatment process equipment, including air strippers and ultraviolet photolysis reactors.
  • Experience with the operation, maintenance, and periodic rehabilitation of groundwater extraction and injection wells.
  • Familiarity with Rockwell Automation, Inc. FactoryTalk industrial controls automation software and general working knowledge of Supervisory Control and Data Acquisition (SCADA) systems and industrial control system communication protocols.
  • 40-hour OSHA HAZWOPER certification and current 8-hour refresher.
  • Working knowledge of piping, pumps, flow meters, pressure and temperature sensors, electric motors, and motor protection devices.
  • Experience working with hydrogeologists to monitor and maintain hydraulic capture of groundwater plumes.
  • Prior experience working on US federal facility projects (e.g., NASA, USACE, AFCEC, NAVFAC)
  • Professional Engineer (PE) or Professional Geoscientist (PG) certification.

  • While performing the duties of this position, the employee is required to be able to stand; walk; sit; use hands to handle tools and controls; operate vehicles and equipment; reach with hands and arms; climb stairs; balance; stoop; kneel; lift moderate loads (< 50lbs); see; talk; and hear. Field work regularly requires the ability to navigate uneven ground or other obstacles found in desert terrains.
