Summary

Lead Information Technology Analysts work with a high degree of independence to design and conduct in-depth analyses on quantitative and qualitative data. Serve as the project or team leader for Section, Division, Board, or System initiatives. Serve as Board liaisons or representatives in consulting/collaborating with domestic agencies, international authorities, and/or standard-setting bodies. Provide guidance and mentorship to new or junior staff, and act as subject matter experts to contribute to and advise on analyses and discussions across the Board of Governors. Information Technology Project Leaders prepare and deliver communications including presentations and recommendations to others in the Section/Division and/or to external stakeholders. Act as a recognized domain expert within the Division.

Duties and Responsibilities


  • Information Technology Project Leaders perform the following responsibilities independently:

  • Lead and perform quantitative and/or qualitative analyses in support of FRB mission, Division goals, and Section objectives

  • Prepare and deliver clear, accurate and concise communication orally and in writing

  • Serve as Board liaisons or representatives in consulting/collaborating with domestic agencies/international authorities/standard-setting bodies

  • Serve as project or team lead for Section, Division, Board, or System initiatives

  • Act as subject matter expert to project and program management in the Federal Reserve System and, on an as needed basis, for designated Financial Market Infrastructures (FMIs) under the Dodd-Frank Act, and in the Divisions/Sections areas of responsibility

  • Conduct complex analyses, studies, and examinations of Reserve Bank, National IT, and Business line IT operations and plans, including sensitive strategic long-term initiatives and risk-management policy and information system control issues

  • Provide oversight to Reserve Banks for the management processes governing information systems planning and operations, cyber security and resiliency controls

  • Communicates with business units in a consultative/collaborative role to ensure a positive business relationship

  • Provide guidance and mentorship to new or junior staff

  • Contribute to and advise on discussions and analyses across the Section/ Division

  • Information Technology Project Leaders at the Federal Reserve Board may play many roles related to their jobs. They are responsible for a combination of the following roles:

  • Data Analysis
    ◦ Lead production of charts, graphs, and other visuals to help analyze data
    ◦ Review information security data, to include cyber data pertaining to IT operations, identify relevant issues and trends, and draw conclusions in support of Division/ Section's area of responsibility
    ◦ Identify data that can be used to analyze policy
    ◦ Develop processes and procedures to help the section in the analysis of data
    ◦ Examination
    ◦ Lead examinations and reviews of Reserve Bank IT enterprise operations, and on an as needed basis, for designated Financial Market Infrastructures under the Dodd-Frank Act
    ◦ Implement management processes to govern oversight policies and programs
    ◦ May develop or assist with the development of examination or assessment processes and procedures.

  • Policy
    ◦ Assess and provide recommendations on the design/development of new Federal Reserve System IT/IS policy.
    ◦ Interpret and/or implement policy, regulation, and/or guidance
    ◦ Draft and review policy recommendations supported by logical reasoning and sound analysis
    ◦ Support Project Leads on special studies/ projects related to policy development

  • Risk Management
    ◦ Identify and analyze emerging risks in the Federal Reserve System IT environment
    ◦ Apply appropriate risk management frameworks and policies to support oversight of Federal Reserve System and designated information technology infrastructures
    ◦ Assess the level of risk and develops and/or recommends appropriate mitigation countermeasures in all situations

Position requirements:

A bachelor's degree in a related field (IT, Computer Science, Economics / Liberal Arts, etc.) and 8 years of related experience; or a master's degree in information technology (IT), computer science, auditing, risk management, business administration or other related field and 6 years of related experience.

Remarks:

The Reserve Bank Oversight and Payment Systems (RBOPS) IT Program, System Technology Operations and Risk Management (STORM) is responsible for IT oversight, governance, and risk management for our most critical System priorities and support for our RBOPS portfolio; namely the Federal Reserve Financial Services FRFS business lines, Markets, the Federal Reserve's support for the U.S Treasury, System IT, and our emerging technology workstreams.

As the STORM team is at the forefront of many of the Bank's highest priorities, the Lead STORM IT Analyst will operate at the senior most levels of the organization and support Board governance in our oversight and risk management work.

The functional job responsibilities of the Lead STORM IT Analyst include the following:

  • Assist the function in leading our IT oversight, governance, and workstream delivery efforts.
  • Serve as an expert, advisor, and consultant to the Board of Governors and to the Reserve Banks in the IT oversight and risk management processes for our enterprise and local Reserve Bank IT planning, development, delivery and operations, the enterprise cloud migration and cloud operational initiatives, and resiliency controls for our mission essential functions.
  • Understand risks, processes, and validate compliance with identified controls for the enterprise architecture function.
  • Develop, manage, and support oversight tools, processes, and communication outputs for our key oversight accountabilities across the IT landscape.
  • Contribute directly for the IT modernization oversight in our enhanced continuous monitoring and/or targeted reviews for cloud migration efforts, our mission critical business line IT oversight work, and support of the work the FRS carries out on behalf of the U.S. Treasury.
  • Serve as a project or team leader for the IT Program/STORM oversight and IT risk management responsibilities across System IT landscape.
  • Orchestrate STORM oversight process, conducting in-depth analyses of IT related risks, developing deliverables/artifacts, leading governance discussions, developing critical System IT relationships and overseeing the highest priority System IT initiatives.
  • Serve as Board liaison or representative across the STORM team, the IT Program, and RBOPS Division to ensure cohesiveness in our IT oversight responsibilities and artifacts.
  • Act as a subject matter expert in the domain of IT Risk and coach and mentor junior staff.
  • Prepare and deliver presentations and recommendations to various stakeholders including but not limited to others in the Section/Division and/or to external stakeholders and act as a recognized IT Risk expert within the Division.

    A strong background in IT risk management, program management, and experience collaborating within interdisciplinary technology delivery groups is required. The successful candidate will have previous experience working in enterprise IT delivery teams working on cloud initiatives, IT risk management, IT program management, and/or IT audit and oversight work.



    • Advanced degree in technology, business, or a related field is preferred.
    • Experience in IT Risk Management and financial services sector is preferred.
    • CISA, CISM, CISSP or equivalent certification is highly desirable.
    • Cloud certification is highly preferred but not required.
    • Knowledge and experience of payment systems is highly desirable.

    *This role is located in Washington DC and will require relocation and on-site presence via a hybrid schedule. Employees are expected to spend a minimum of 6 days per month onsite. Relocation assistance is available.
