ABOUT THE POSITION

Riverside University Health System is currently recruiting for a Healthcare Administrative Manager to provide management oversight of our Federally Qualified Heath Clinic in Moreno Valley. The Healthcare Administrative Manager plans, coordinates, and directs the diverse and complex administrative functions of the Care Clinic; provides programmatic, budgetary and personnel oversight, through subordinate supervisors; acts for the Director of Ambulatory Care Operations during absences or as directed; and performs other related duties as required.

This position works as a dyad partnership with the physician in charge and is responsible for supervision of clinical support staff including clinical lead Registered Nurses, License Vocational Nurses and Medical Assistants. The position will supervise and direct the work of clinical support staff, ensure operational workflows are followed, participate in performance improvement events, and collaborate with physicians to ensure clinical and clerical duties are completed.

The ideal candidate for this position will possess a Bachelors Degree and at least f our (4) years of administrative experience in a healthcare organization/health system, which included two years of experience supervising/managing the clinical operations of an ambulatory clinic.

This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

EXAMPLES OF ESSENTIAL DUTIES

• Plan, organize, manage, and direct the work of RUHS Care Clinics professional and administrative support services staff, through subordinate supervisors, within an assigned geographical region; ensure maximum staff productivity and patient flow at care clinics.

• Collaborate with physicians and other healthcare providers in providing quality care efficiently and effectively.

• Assist in assessing medical provider productivity standards and patient flow issues and identify opportunities for improvement; establish objectives, and formulate and implement the action plan for achieving improvements; resolve patient complaints or problems.

• Develop RUHS Care Clinics capital and operating budget plan, and is accountable for budget variances for ambulatory care.

• Develop and recommend the implementation of new and the revision of existing programs, policies, procedures, standards of care and practice, and goals and objectives of ambulatory care.

• Establish and communicate expectations and performance standards through subordinate supervisors to staff; evaluate the performance of staff to ensure compliance with regulatory and accreditation standards, policies, procedures, and standards of care and practice, including the goals and objectives of the organization.

• Collaborate with ambulatory care medical leadership and staff regarding provider credentialing and training, as well as resident physician training at the ambulatory care clinics.

• Interview applicants and make hiring decisions; identify learning needs and oversee the orientation and training of staff; coordinate the training of students in ambulatory care; coach and counsel staff when conduct or performance issues arise; consult with Human Resources and administer progressive disciplinary actions when required.

MINIMUM QUALIFICATIONS

Education:Graduation from an accredited college or university with a Bachelor's degree in hospital, health, business or public administration, public health, behavioral science, nursing, or closely related field. (Additional qualifying experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience).

Experience: Four years of progressively responsible administrative experience in a healthcare organization/health system, which included two years of experience supervising an ambulatory care clinic.

Knowledge of: Joint Commission, Health Resources and Services Administration (HRSA), federal and state regulatory standards, and all phases of ambulatory care services administration and management; principles of organization, methods, equipment, materials, personnel management, laws relating to medical or ambulatory care administration, and record maintenance.

Ability to: Implement the principles of leadership and management in the ambulatory care process; ensure compliance with RUHS goals, objectives, strategic plan, policies and procedures; prepare and maintain reports and clinical records; communicate clearly via oral and written methods; monitor critical practice indicators, identify opportunities for improvement, and guide the implementation of the action plan; analyze and maintain budget accountability; establish, communicate, and monitor performance standards and expectations; manage time effectively; make sound decisions using problem-solving skills; use productive group dynamics to achieve teamwork.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

    ANNUAL LEAVE (Bi-Weekly Accrual):

    0 < 36 months = 8.92 Hours
    36 to <108>108 or more months = 12.00 Hours

    Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.

    -Annual Leave for Unrepresented Management Attorneys:
    Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).

    BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
