ABOUT THE POSITION

The Riverside County Fire department is seeking a Fire Operations and Maintenance worker to fill a vacancy stationed in Downtown Riverside.

The Fire Operations and Maintenance Worker assign, inspect, and perform complex tasks related to a variety of grounds maintenance and landscape gardening work for the Fire Department; provides direction and performs semi-skilled building repair and maintenance work; provides task supervision for operation and maintenance staff, temporary, seasonal, and jail trustee workers in the performance of gardening or building maintenance duties; provides direct support for the operation of the Fire Department Training Program; be responsible for the readiness and function of grounds, structures, training props, and related equipment used daily and for training events; and performs other related duties as required.

Competitive candidates will possess experience installing and maintaining electrical systems, equipment and devices.

The Fire Operations & Maintenance Worker is a lead level classification and reports to the Fire Captain. Incumbents spend most of their time providing for the care and up-keep of Fire Department training facilities, assisting users of the facilities, and performing general gardening, grounds work and interior and exterior building maintenance. Incumbents are further responsible for independently coordinating the tasks of other maintenance staff on projects which they have lead responsibility.

EXAMPLES OF ESSENTIAL DUTIES

• Oversee the use of fire training props and structures to ensure operational function and to coordinate maintenance work.

• Plant, cultivate, water and spray plants, lawns, shrubs, and trees; transplant trees and shrubs; prune plants, shrubs, and trees; select and apply fertilizers, insecticides, and other chemicals; maintain irrigation systems, hoses, tools, supplies, and other gardening equipment; assemble, install and maintain grounds equipment; install and repair fences; repair asphalt parking lots and other paved surfaces; train subordinate staff in procedures; operate and maintain a forklift; operate a variety of trucks and trailers to transport training materials; clean and service restrooms.

• Construct and maintain training props based on department plans and specifications; inspect training props, building and grounds areas to evaluate existing conditions, determine areas needing maintenance or improvement work, identify more efficient operational procedures, and minimize potential safety hazards; report the need for complex, skilled maintenance repairs to management staff; apply paint to equipment and building interiors and exteriors; maintain and make minor repairs to plumbing systems, air conditioning and heating, and other mechanical equipment; perform semi-skilled carpentry work, basic metal fabrication and welding; service and repair doors, gate locks, and latches; supervise laborers in performance of building and grounds maintenance or improvement installation projects; perform general custodial duties.

• Prepare reports and maintain accurate records on materials and equipment usage and repairs performed; estimate and recommend type and amount of supplies and equipment needed; recommend improvement projects; review project plans and recommend alternatives.

• May coordinate the use of the facility and its improvements; answer questions from and resolve problems involving fire training props and available grounds or structures; may assist facility users with temporary construction and access to utility connections, and may render other similar services for indoor and outdoor events which take place at the training facility; assist to ensure appropriate security measures are maintained to protect areas in and around buildings and restricted access areas; coordinate or provide general safety inspection of training prop installations.

MINIMUM QUALIFICATIONS

OPTION I

Experience: Two years of performing grounds maintenance or landscape gardening work and two years of general building maintenance and operational readiness responsibility.

OPTION II

Experience: One year of performing building and grounds maintenance work at a lead worker or supervisory level.

ALL OPTIONS

Knowledge of: The methods and practices of gardening, lawn installation and maintenance; hand power tools, equipment, and materials used in grounds maintenance and carpentry, plumbing, metal fabrication, welding, masonry, painting, and electrical trades; the use and properties of pesticides, fertilizers, and related chemicals; custodial supplies and equipment; the principles of personnel supervision.

Ability to: Read and follow both written and oral instructions; perform a variety of routine to moderately difficult grounds, building, equipment, and vehicle maintenance and repair; operate equipment used in building and grounds maintenance; lay out and supervise the work of subordinate operation and maintenance workers, temporary, seasonal or trustee labor; read and interpret building and grounds improvement plans; work effectively without technical supervision; maintain records and prepare reports; deal courteously and tactfully with the general public.

Other Requirements:

License:Possession of a valid California Driver's License to drive a county vehicle to perform duties.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
