Overview

Under supervision from the Research Project Manager, the Senior Research Associate will oversee the design, procedures, and day to day operations of two projects funded by the Oregon Criminal Justice Commission: 1) the Oregon Behavioral Health Deflection data collection and analysis project, and 2) the Oregon IMPACTS Technical Assistance and Local Evaluation Project. Both projects are described below.

1. The Oregon Behavioral Health Deflection Data Collection and Analysis Project, in partnership with the Criminal Justice Commission (CJC).

The Oregon Behavioral Health Deflection (BHD) Program was established with the recent signing of Oregon House Bill 4002. This program is overseen by the CJC, and will consist of grants awarded to fund deflection programs. “Deflection program” means a collaborative program between law enforcement agencies and behavioral health entities that assists individuals who may have substance use disorder, another behavioral health disorder or co-occurring disorders, to create community-based pathways to treatment, recovery support services, housing, case management or other services.

With support from the Research Project Manager and research team, the Senior Research Associate will:

  • Complete tasks to assess deflection best practices nationally and in Oregon, informing recommendations for future programming;
  • Identify deflection program outcomes for inclusion in a statewide data system;
  • Develop and oversee a statewide data system in OHSU REDCap© for tracking deflection program outcomes;
  • Manage account operations and serve as a key point of contact for grantee support entering accurate and complete data into the OHSU REDCap© database;
  • Provide training and assistance on OHSU REDCap© data collection, onboarding and supporting grantees across the state from diverse backgrounds and professions;
  • Conduct regular data quality checks, including direct outreach to grantee sites, and collect grantee and stakeholder feedback to inform database improvements;
  • Support preparation of data for analysis, and contribute to analysis as identified;
  • Coordinate and plan stakeholder meetings and interviews, as needed;
  • Disseminate findings through presentations, reports, and papers as identified;
  • Participate in regular meetings with key partner agencies; and
  • Other administrative tasks, such as overseeing travel coordination, note taking, summarizing and disseminating results, and other writing and editing as assigned.

2. The Oregon IMPACTS Technical Assistance and Local Evaluation Project, in partnership with CJC.

“IMPACTS" stands for Improving People's Access to Community-based Treatment, Supports, and Services. This program is overseen by the CJC. Grants are awarded to 15 counties and federally recognized Indian tribes, to address shortage of comprehensive community supports and services for individuals with mental health or substance use disorders, leading to their involvement with the criminal justice system, hospitalizations and institutional placements.

Duties include overseeing qualitative interview processes; development of standard operating procedures and carrying out tasks such as interviews, analysis and report writing; data systems management (e.g., use of REDCap), data analysis, and writing up results; collaborating with external research partners to conduct virtual and in-person learning opportunities and regional retreats for grantees; and some administrative tasks including participation in regular project meetings.

The Senior Research Associate plays a critical role in developing and maintaining relationships with collaborating partners. Occasional in-state, overnight travel to IMPACTS and BHD implementation sites is required for this position. The Senior Research Associate has expert knowledge of research and evaluation practices in this field of study, the ability to teach others on methodology/standard operating procedures, and serves as a mentor to junior staff. The Senior Research Associate will have experience using electronic data capture systems, and will be required to develop training materials for implementation sites.



Responsibilities

  • PhD in relevant field AND 1 year of relevant experience OR
  • Master's Degree in relevant field AND 5 years of relevant experience OR
  • Bachelor's Degree in relevant field AND 9 years of relevant experience
  • Previous work coordinating with community partners and other stakeholders in research projects.
  • Advanced knowledge of Microsoft Word, Excel, PowerPoint; database creation; excellent organizational and communication skills; ability to work independently and to lead teams in a multi-task environment.
  • Working knowledge of mental health, substance use, and co-occurring disorders across the continuum of care.
  • Demonstrated experience with qualitative or quantitative data organization, management, and analysis.
