Job Description:

Leidos QTC Health Services seeks a seasoned Systems Engineer to support our CTO office. This role is responsible for technical planning, system hardware-software-network design, development and integration, verification and validation, and fielding. The SE evaluates alternatives including cost and risk, supportability and analyses for total systems. Duties include performing systems requirements analysis, functional analysis, timeline analysis, trade studies, requirements allocation and interface definition, technical management, integration, system testing, and quality assurance.

Essential Duties and Responsibilities:



  • Participate in the identification of system requirements, design elements, development or integration efforts, and implementation of the system or system of systems

  • Analyze, recommend and design end-to-end enterprise systems composed of IT architecture, our developed software components, or commercial off the shelf capabilities

  • Create and deliver technical proposals and presentations for engineering reviews (e.g., requirements, design, test, operational readiness)

  • Support the documentation of enterprise architecture and architectural decisions

  • Coordinate projects with vendors to expand our business-critical systems

  • Assists in the initial design and development of new systems/solutions including consideration for database, security, scalability and other usability criteria

  • Assists in defining product requirements and creates high-level architectural specifications, ensuring feasibility, functionality, and integration with existing systems/platforms

  • Translates business needs into long-term implementable and sustainable systems

  • Writes, maintains, evaluates, and effectively communicates engineering design documents and interface control documents (ICDs)

  • Analyzes and troubleshoots legacy systems and/or system components that may not be well documented

  • Adheres to sound engineering practices and standards

  • Cooperates closely with systems and software engineers to establish and maintain project work practices and standards

  • Dictates design choices to software engineers, including but not limited to: platforms, coding and technical levels

  • May lead a large team in design of highly complex software systems

  • Resolves highly complex problems using significant application of technical knowledge, conceptualizing, reasoning, and interpretation

  • Responsible for project completion from technical architecture perspective

  • Performs feasibility analysis on potential future projects to management

  • Communicates with executive leadership (internally or client) regarding matters of significant importance to the organization/project

  • Lead and mentor junior staff members through project lifecycle

  • Defining the Systems Engineering approach for the organization, and assisting research and development of the Systems Engineering Management Plan, Project Roadmap, and project guidance deliverables.

  • Developing a Work Breakdown Structure (WBS) and alignment of resources (OBS)

  • Evaluating 2024 projects, timelines, and defining appropriate milestones for each project

  • Developing specific project deliverables associated with each project lifecycle to include templates for specific control gates (ex:  SRR, PDR, CDR, TRR, ORR, DRR)

  • Researching and implementing specific tools for use within the Systems Engineering organization

  • Assisting in other areas within Systems Engineering to include Verification and Validation (V&V), deployment/devops, security, MBSE evaluation


Competencies/Skills:



  • Demonstrated track record in architecting, implementing and maintaining complex enterprise solutions and workflows

  • Proven experience working on large-scale projects

  • Proven ability to visualize end-to-end system components across a wide range of technologies and translate into architectural design patterns for implementation

  • Outstanding collaboration and communication skill are essential

  • Lead development and/or operational/sustainment program experience


Basic Requirements:



  • Bachelor’s Degree from an accredited college in Computer Science or a related discipline, or equivalent experience/combined education required

  • Minimum of 9+ years of professional experience as engineer, developer, or architect

  • Experience in Healthcare industry is a plus

  • Must be able to successfully pass National Agency Check with Inquiries (NACI) background investigation


Pay and Benefits:


Salary range (level 4): $110,000 - $135,000


Other levels may be considered:


(Level 3) - 5+ years of experience:  $83,000 - $108,000


(Level 5) - 14+ years of experience: $120,000 - $170,000
