Summary:

The Team Product Owner (TPO) is a central role in the delivery of products for Excellus. This position works with stakeholders throughout the organization to define and prioritize features, while working with architects and their teams to ensure each feature is successfully delivered to a measurable standard. The TPO serves as the primary interface between the business and their development teams with the emphasis on representing our customers - both internal and external - to the teams. The Team Product Owner decides on the functionality in collaboration with their business partners, sets release goals, scope and priority as well as works within the allocated budget to meet business needs.

Essential Responsibilities/Accountabilities:

Level I:


  • Manages the project and product vision, roadmap, and releases in collaboration with the business stakeholders.

  • Defines scope through prioritization and management of a product backlog.

  • Regularly keep stakeholders up-to-date and informed throughout project or product life cycle.

  • Keeps applicable documents and tracking systems updated with relevant information related to the project requirements, updates and delivery status.

  • Breaks down high level pieces of work (Epics) into manageable pieces (Features).

  • Works with Business Stakeholders to identify the minimal viable product (MVP).

  • Works with the development team(s) to elaborate requirements including detailed user flow diagrams and test specifications using the Gherkin format.

  • Interfaces with other Team Product Owners to manage dependencies within integrated products.

  • Proactively manages changes in scope, identifies potential risks, and works with management and development team(s) to create recovery plans.

  • Builds, develops, and grows business relationships vital to the success of the project.

  • Collaborates with the development team(s) throughout the entire life cycle of the product or project.

  • Develops deep understanding & know-how of the business domain they work within.

  • Develops relevant industry relationships to further know-how and business domain expertise.

  • Collaborates with Scrum Master and teams to meet key Enterprise Information Technology (EIT) targets (Maximize Quality, Surmount Delivery, Enhanced Predictability, Control Risk).

  • Define and proactively monitor key performance metrics to communicate the status of backlog deliverables.

  • Participates in a "community of practice" to drive consistency and excellence across the product families.

  • Plan and ensure that there is enough ready backlog to sustain an Agile team for multiple two-week sprints.

Level II (in addition to Level I essential responsibilities/accountabilities):


  • Plan and ensure that there is enough ready backlog to sustain a large Agile team for multiple two-week sprints.

  • Support strategies and features for large scale projects, including migrations, integrations with other systems and automations.

  • Mentor and partner with Level I Team Product Owners in the practice and domain.

Level III (in addition to Level II essential responsibilities/accountabilities):


  • Take ownership of the product backlog and lead grooming sessions as the subject matter expert (SME) and define feature products.

  • Work collaboratively across the organization to identify potential areas for process or implementation improvements, addressing any impediments to the product or project.

  • Expert in the product(s) for which they work.

  • Plan and ensure that there is enough ready backlog to sustain multiple large Agile teams for several two-week sprints.

  • Collaborate and partner with the Customer Experience teams in solving pain points for our users across all platforms.

  • Act as a SME for the products supported, mentors and train other Team Product Owners in various practices and other products.

Minimum Qualifications:

NOTE:

All Levels:


  • Bachelor's Degree in Information Technology, Computer Science, Engineering, Business or related field, with two (2) years of experience as a business analyst, Agile Product Owner Scrum Master or related experience required. In lieu of degree eight (8) cumulative years of experience required.

  • Experience in either a Scaled Agile environment or in a new Agile rollout preferred.

  • CSM, CSPO, or Lean Six Sigma Green Belt Certifications preferred.

  • Experience in the Health Plan or healthcare industry especially as it relates to overall health insurance value chain and processes preferred.

  • Experience writing requirements or user stories that are clear, concise and well organized.

  • Experience with Agile, Scrum, Automated Testing preferred.

  • Strong communication skills: oral presentations, writing, negotiation, active listening, influence positive team dynamics.

  • Advanced MS Office knowledge (MS PowerPoint, MS Excel, MS Visio, MS Word)

  • Ability to prioritize work components and define objectives.

  • Strong Influencing skills in order to be seen as the decision maker when interfacing with the business, and willingness to dissent with both teams and business.

  • Critical thinking and analytical approach to providing solutions.

  • Ability to work in a team environment.

  • Attention to detail, diligence and dedication.

Level II (in addition to Level I minimum qualifications):


  • Bachelor's Degree in Information Technology, Computer Science, Engineering Business or related field, with four (4) years of experience as a business analyst, Agile Product Owner, Scrum Master or related experience required. In lieu of degree ten (10) cumulative years of experience required.

  • Experience writing requirements in the Gherkin method preferred.

  • Experience with Agile, Scrum and familiarity with Automated Testing required.

  • Experience within an Agile environment. Experience with Scrum preferred.

Level III (in addition to Level II minimum qualifications):


  • Bachelor's Degree in Information Technology, Computer Science, Engineering, Business or related degree, with a minimum eight (8) years of experience as a business analyst, Agile Product Owner, Scrum Master or related field required. In lieu of fourteen (14) cumulative years of experience required.

  • Four (4) years' experience writing requirements in the Gherkin method required.

  • Experience with Agile, Scrum and familiarity with Automated Testing required.

  • Five (5) years of experience within an Agile environment. Experience with Scrum preferred.

Physical Requirements:


  • Ability to complete work in a traditional office environment under fluorescent lighting.

  • Ability to orally communicate.

  • Must be able to function while sitting at a desk viewing a computer and using a keyboard and mouse for 3 or more hours at a time.

  • Ability to travel across the health plan service regions as needed.

  • Ability to work in a home office for continuous periods of time for business continuity.

Grade 207 Minimum $60,070 Maximum $111,114

Grade 208 Minimum $67,538 Maximum $124,925

Grade 210 Minimum $85,446 Maximum $158,080

Actual salary will vary depending on factors including, but not limited to, budget available, prior experience, knowledge, skill and education as they relate to the position's minimum qualifications, in addition to internal equity. The posted salary range reflects just one component of our total rewards package.
