About the role
PKL Services Inc. is seekinga knowledgeable administrative professional to support a military squadron in a General Clerk III (GC III) role to provide administrative services in support of the Commander, Naval Air Forces (CNAF) at VQ-1, NAS Whidbey Island, WA.

Task and Responsibilities:

Maintain various daily logs for a variety of administrative functions associated with PERSEC. Maintain an extensive point of contact listing. Maintain and update personnel records for all SCI and non-SCI indoctrinated personnel within the Defense Information Security System (DISS). Create and maintain physical personnel security files for all personnel. Build and Maintain tracking spreadsheets/databases for customer PERSEC activities. Follow and enforce the customer's Standard Operating Procedures. Provide support for the security awareness and education programs. Perform miscellaneous administrative support functions as directed by the contractor site lead and/or the Special Security Officer (SSO). Prepare, review, track, and monitor security clearance processing activities to achieve appropriate clearance actions. Verify and provide training for requests for SCI courier authorizations, issues those certifications. Prepare, process, and/or review Security Access Eligibility Reports and submit to DoDCAF. Receive, prepare, process, and/or review Request For Action (RFA) and Supplemental Information Request (SIR) tasks from DoDCAF. Follow and enforce proper response procedure including obtaining and safeguarding sensitive material, gathering, and consolidating information from various sources, evaluating, and composing reports under short deadlines. Conduct sensitive Prescreening Interviews to determine security access eligibility before being submitted for background investigation. Receive and respond to requests for SCI eligibility, recertification, and special purpose and interim SCI Accesses, ensuring validity of the requests. Review and act upon authorities to indoctrinate SCI personnel, including personnel screening interviews and indoctrination briefings. Send and receive collateral and/or SCI visit requests; oversee and provide facility badge access. Responsible for ensuring all assigned personnel meet/maintain the appropriate security clearance requirements, in accordance with ICD 704 and AFI-31-501. Serve as a liaison for the organization; maintain rapport with other specialist across the Department of the Navy, the Department of Defense (DoD), and the Intelligence Community. Maintain tactful, discrete, and articulate communication at all times. Requires advanced knowledge of office software including MS Word, Excel, and PowerPoint. As well as the following systems: DISS, eQIP, NP2, Velocity

Performance Objective: The contractor shall provide administrative services to support the Intel Department with a working knowledge of personnel procedures, guides, and precedents.

The contractor shall greet visitors to the SCIF and answer questions regarding office procedures and policies. The contractor shall prepare correspondence, reports, studies, and messages in final form for inclusion into files, tracking systems, and/or for delivery to customers, further reviewing received correspondence for applicable archive according to established guidelines and directives. Documents include instructions, notices, directives, messages, letters, memorandums, SAAR-N forms, Requests For Action, and Supplemental Information Requests. The contractor shall process and submit visit requests and SAAR-N forms. The contractor shall conduct prescreening interviews and complete all applicable forms. The contractor shall assist customers with building access badges and courier cards. Conduct folder reviews as necessary to ensure current information is available for security eligibility determination. The contractor shall process EQIP transactions as necessary to ensure security eligibility determination. The contractor shall provide "day-to-day" PERSEC services for Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities.

About you

High school diploma or equivalent. Must be a US citizen due to the requirement for gaining/maintaining a US Government security clearance. Minimum three (3) years experiences in supervisory or managerial position in a U.S. Navy activity as a uniformed service member, civil servant or contractor employee performing routine Administrative, Personnel Administrative Support Services, or Travel Administrative Support Services duties. Familiarity with one or more of the following systems/processes/functions is desired: Command Pay/Personnel Support System (PASS); Command PASS Coordinator (CPC); Navy Standard Integrated Personnel System (NSIPS), Transaction Online Processing (TOPS), Master Military Pay Account (MMPA), Electronic Service Records (ESR).

Required Work Authorization/Security Clearance:

This position is subject to a government security investigation. Requires access to Personally Identifiable Information (PII), unclassified sensitive information, unclassified Department of Defense Information Technology (DoD IT) systems, and the host installation or squadron spaces. Must be able to receive a Government Common Access Card (CAC), access Government systems, and requirements of Department of Defense (DoD) Instruction 1000.13 and SECNAVMAN 5510.30 (series) and SECNAVINST 5211.5 (series) prior to performing administrative services outlined in the PWS. Shall possess and maintain a Top Secret/Sensitive Compartmented Information Facility (TS/SCI) Security Clearance.

Position and Expected Hours of Work:

This is a full-time position. Days and hours of work are Monday through Friday, eight (8) hours per day, 0700-1530. Hours are subjected to change based on the needs of the squadron. Occasional telework may also be required upon request of the customer or PKL.

Travel:

Five percent (5%) of travel may be required for job-related training attendance.
