Job Description:

This position will work with the North Omaha Office. Our ideal candidate will be a creative problem solver that is motivated by new challenges and a desire to make an impact on the people and communities they serve. As an Economic Development Consultant II, your mission will be to grow Nebraska, strengthen our economy, and broaden our tax base by recruiting new businesses to Nebraska and connecting existing businesses with the tools they need to succeed. Economic Development Consultants in the Incentives Division market our tax incentives programs to local and out-of-state businesses, work with business owners and community leaders to bring new jobs and investment to Nebraska, and manage relationships between businesses and the Department of Economic Development.



Job duties



Identifies prospects and develops relationships with businesses and community leaders. - Schedules and attends meetings for business recruitment/expansion projects. - Conducts prospecting calls to source new leads and develop projects. - Reviews program applications, assists in the process of determining qualification of proposed business locations for incentive programs. - Under supervision, drafts agreements and amendments from existing templates. - Serves on grant review committees and project teams. - Prepares and delivers presentations on incentive programs offered by DED to groups and individuals. - Serves as problem-solving liaison for businesses that apply for incentives programs. - Represents DED at public events to promote DED incentives programs. - Responds promptly to inquiries about DED programs. - Provides basic technical assistance and guidance on programs. - Provides input to program applications and guidelines. - Other duties within the scope of classification as assigned.



Requirements/Qualifications




Minimum Qualifications: Bachelor's degree in business administration, marketing, economics, community or regional planning, industrial development, or a related degree and two years of related experience. Experience may substitute for education on a year for year basis



Preferred Qualifications: Experience in sales, business development, project management, and market analysis; conversational fluency in Spanish; experience with MS Office suite: Word, Excel, PowerPoint, Outlook. Experience with Webex and/or Zoom.



Other: Regular and reliable attendance is required.This position requires weekly travel to businesses in Omaha and Lincoln to promote incentives programs or attend agency functions; occasional statewide travel depending on program needs. As such, the incumbent must be able to present a valid driver's license or another form of reliable transportation.



Knowledge, Skills and Abilities



Knowledge of: business budgeting and basic production procedures; the industrial development process on the community level; factors considered by a company considering a plant location in Nebraska; incentives available to new and expanding businesses; project management procedures; principles and techniques of public relations; business research practices and techniques; the organizational structure, functions, policies, and programs of the agency; the techniques of program research, planning, implementation and evaluation; Nebraska and its local and state governmental operations and economy; State, local and federal laws and programs relating to community and area development; community development theory and practice; available funding sources. Possesses advanced working knowledge of state and federal economic development programs. Skill in: influencing programs and policy development at various levels; transforming technical issues and complex ideas into understandable information for communication to both individuals and groups; persuading others to adopt programs; communicating with diverse audiences and presenting information to groups or individuals telephonically, electronically, on paper and/or in person. Ability to: prepare and deliver presentations; determine effective research methods/processes and sources; analyze data and prepare reports; interact with and gain the cooperation of community leaders, other employees, and the public and maintain effective working relationships; relate well with a diverse number of individuals or organizations; analyze a community's present situation and recommend programs to achieve desired results.
