General Statement of Job:


The Talent and Learning Manager is responsible for the training and professional development programs for the College's employees. Administers review of development needs to drive training initiatives and identifies and coordinates suitable training solutions for employees. The Talent and Learning Manager actively searches, creatively designs, successfully coordinates, and implements effective methods to educate, enhance performance and maintain and document compliance. The Talent and Learning Manager works to align the training and development with the College's goals and objectives to promote employee engagement and improve productivity and performance.



Specific Duties and Responsibilities:


  1. Responsible for developing, conducting, coordinating, supervising, and promoting a variety of training and communication programs designed to satisfy the training needs of the College’s departments, offices, or work units.
  2. Responsible for preparing talent and learning development needs assessments.
  3. Administers and develops the College’s employee training programs, requirements, and objectives including talent development, career progression, and succession planning.
  4. Develops, implements, coordinates, organizes, conducts, evaluates, and provides outreach and advisement for education and training for employees, such as but not limited to mandatory trainings, online trainings, onboarding trainings, time management trainings, supervisory development trainings, teambuilding trainings, organizational development, and other trainings as requested by College’s departments, offices, or work units.
  5. Responsible for compliance and tracking of state and federal statutes regarding required trainings for College employees.
  6. Engages in research, outreach work on new training and education techniques and recommends strategic approaches to new or existing programs for training enrichment.
  7. Evaluates and analyzes trending needs for training applicable to faculty, and staff.
  8. Analyzes financial effectiveness of programs to ensure fiscal responsibility is maintained.
  9. Communicates college-wide on trainings and development opportunities to employees.
  10. Delivers trainings in a classroom, distance learning, or e-learning environment.
  11. Plans, organizes, and facilitates employee development and training events.
  12. Conducts ongoing assessment and evaluation of training and development program quality and effectiveness.
  13. Develops, implements, and operationalizes projects related to professional training and development initiatives.
  14. Administers review and assessment of employee training needs in collaboration with Human Resources Director(s), Employee Relations Officers, and Title IX and 504 Manager.
  15. In collaboration with the Human Resources Director(s) and the Title IX and 504 compliance Manager, develops short and long terms training goals by conducting research on training methods and pilot programs, as required.
  16. Prepares concise, orderly reports in a timely and efficient manner as directed by the Human Resources Director(s) and Title IX and 504 Manager.
  17. Develops, coordinates, and conducts specialized training courses for faculty and staff populations designed to meet South Texas College needs as it relates to diversity, inclusion, equal opportunity, non-discrimination, accessibility, and the prevention of sexual misconduct.
  18. Develops and implements procedures as needed for training and development programs.
  19. Develops and distributes educational materials, including brochures, posters, and web-based materials on diversity, inclusion, equal opportunity, non-discrimination, accessibility, and the prevention of sexual misconduct.
  20. Collaborates effectively with internal and external departments, regulatory agencies, and community.
  21. Serves as liaison between the College and outside agencies, organizations, and societies as it relates to training initiatives focused on diversity, inclusion, equal opportunity, non-discrimination, accessibility and the prevention of sexual misconduct.
  22. Uses discretion and independent judgment for duties; consults with the Human Resources Director(s) for unusual or problematic concerns.
  23. Assists the Human Resources Director(s) and the Title IX and 504 Manager in the development of online resources and maintaining and updating the online content for the Office of Human Resources and Office of Title IX training websites, as appropriate.
  24. Oversees development of training manuals, multimedia visual aids, and other educational materials.
  25. Travels throughout the college district, as needed.
  26. Performs other duties as assigned.





Required Education and Experience:


  1. Bachelor’s degree required. Degree focus in Education, Business Administration, Personnel Management, Communication or related field preferred. Master’s degree preferred.
  2. At least three (3) years of experience in training and development required.
  3. Experience in a higher education setting is highly preferred.

  3. Must have or qualify for a valid Texas driver’s license and proof of liability insurance.
