The Department of Health and Human Services, Division of Behavioral Health, with the State of Nebraska, is seeking a highly motivated and experienced candidate to join our Quality Improvement/Quality Assurance (QI/QA) team. This pivotal role is instrumental in driving continuous quality improvement initiatives across the behavioral health system. The successful candidate will be responsible for planning, collecting, analyzing, and interpreting data to inform decision-making processes and enhance program effectiveness.

Job Description:



The Quality Improvement /Quality Assurance Program Manager at the Nebraska Department of Health and Human Services (DHHS) Behavioral Health is responsible for planning, analyzing and interpreting data to support information sharing across the behavioral health systems.



Responsibilities:



  • Plan, develop, and oversee the implementation of the annual Continuous Quality Improvement (CQI) plan.

  • Collect, analyze, and interpret data to support evidence-based decision-making and performance monitoring.

  • Coordinate data collection protocols across statewide behavioral health programs.

  • Develop and manage performance and system monitoring activities related to process and outcome measurement.

  • Ensure compliance with state and federal reporting requirements, including relevant information for the DBH Strategic Plan and DHHS Business Plan.

  • Foster a customer-focused approach, involving stakeholders in decision-making processes.

  • Support a culture of continuous improvement through data-driven initiatives.




Minimum Qualifications:



  • Bachelor's degree in business or public administration, social/behavioral sciences, education, health sciences, public health, law, or related field.

  • Experience in program planning, implementation, monitoring, or evaluating program functions.

  • Experience in supervising/management staff and budgets.

  • Related coursework, training, or education may substitute for the bachelor's degree on a year-for-year basis.




Preferred Qualifications:



  • Master's degree in related coursework preferred.

  • Previous experience with quality improvement practices and tools.

  • Experience in managed care and behavioral health settings.

  • Familiarity with information and data systems.

  • Proficiency in report writing, including graphical depiction of data.

  • Ability to present complex information to diverse audiences.

  • Strong group facilitation and process planning skills.



OTHER: Valid driver's license or the ability to provide independent authorization transportation.Position is located on-site at the Nebraska State Office Building in Lincoln, NE.


Work schedule:


Monday - Friday; 8:00 AM - 5:00 PM



Hiring rate of position:



$27.20 per hour


$28.564 per hour/after successfully completing probationary period.



Knowledge/Skills/Abilities:



Knowledge of:


Principles of Continuous Quality Improvement (CQI) and performance measurement techniques; state and federal laws, policies, and standards governing the programs/ projects related to behavioral health and recovery principles; the kinds and sources of statistical data pertinent to the behavioral health system; the demographic characteristic, such as economic, social, industrial, or occupational, of those affected or served within the behavioral health system. Knowledge and proficiency in Microsoft Office. Knowledge and proficiency with multiple database formats, ability to organize and prioritize work to meet deadlines, ability to communicate data reports to a variety of audiences, experience within a behavioral health program, experience with quality improvement and data projects, experience with others to exchange factual information and research analyses, findings, and conclusions; construct tabular and illustrative materials such as tables and charts; use the capabilities and features of programmable calculators, computers and associated applications software such as word processing, spreadsheets, and databases; set personal and work group priorities and work schedules; interpret and apply State and Federal laws and standards, and Department of Health and Human Services rules, policies, and procedures; understand and apply technical narrative material including manuals, handbooks, instructional memorandum, data dictionaries and computer printouts; summarize program/ project and administrative data into technical reports and presentations; apply survey methods and techniques for analysis and interpretation of data; implement evaluation surveys within organizational constraints and available resource

Ability to:



Learn, apply and interpret agency policies and procedures relating to the assigned program or function; learn, apply and interpret State and federal laws and standards; develop and maintain effective relationships with program representatives and the public; apply instructions; summarize program and administrative data/statistics into reports; formulate goals and plans; manage time and workflow of oneself and that of others to meet deadlines; demonstrate professionalism; operate basic computer software and hardware.
