Corporate Accounting Manager

Position

Reporting to the President, the CORPORATE ACCOUNTING MANAGER is responsible for oversight of all business-related finance, banking, accounting, human resources, and government compliance activities. The CORPORATE ACCOUNTING MANAGER's fiduciary responsibility is to the Shareholders, presents financial and project management reports to the Board, and works as part of the senior executive team.

The CORPORATE ACCOUNTING MANAGER leads all day-to-day finance operations and supervises a team of 3-4 staff members, including functional responsibility over accounting, accounts payable, accounts receivable, payroll, billing, contract administration, project management reporting, and human resources. The CORPORATE ACCOUNTING MANAGER ensures that PMI has the systems and procedures in place to support effective project management implementation and conduct flawless reviews/audits. The CORPORATE ACCOUNTING MANAGER works closely with principals and project managers, not only to educate them regarding finance and accounting procedures, but also to explore how the finance function can support project management operations.

Responsibilities

Finance and Accounting Functions:

Oversees the processing of payroll on a weekly-basis.

Supervise timesheet preparation and post timesheets for payroll.

Ensure that employee deductions are properly applied

Oversee / review payment of deductions, contributions, and taxes to our vendors and TPAs (401k, H SA, garnishments).

Reconcile labor adjustment for accrued labor charges.

Prepare and submit quarterly MWR reporting

Review quarterly 941 and 940 reporting, monthly state income tax reporting (VA/MD/FL), state unemployment tax reporting (VA/MD/FL), processed by Paycor, our payroll provider

Ensure accurate processing of ACA reporting, distribute annual W2s (generated by Paycor)

Provides contract and project management support

Works closely with project managers to determine revenue producing cash expenditures by providing quotation, rate sheets and direct costs.

Supervises / Responsible for sending client/subcontractor contracts to insurance agent for contract review of all insurance and indemnification requirements and requests Certificates of Insurance (COI) for clients.

Work closely with the contracts administrator (President) about timely submission of contract, executed contract follow-up, and ensuring all projects activated have the contractual requirements set forth by PMI.

Attends and reports at monthly project management meeting.

Finance and Accounting Leadership
  • all accounts, ledgers, and reporting systems ensuring compliance with appropriate GAAP standards and other government regulatory requirements (FAR).
  • a documented system of accounting policies and procedures, the chart of accounts and an orderly electronic (if applicable) filing system.
  • for the development and enforcement of company policies and procedures related to the accounting functions of the company. Provide recommendations for procedural improvements. (Example, Travel Expense policy, Vehicle Use policy)
  • internal control and safeguards for receipt of revenue, costs, and actual expenditures.
  • and correct errors and inconsistencies in financial entries, documents and reports.
  • all payroll processes, quarterly and year-end filings, W-2's, and federal and state information requests.
  • that receivables are collected promptly; payables are paid in a timely manner; and that daily bank reconciliations are complete.
  • commercial banking relationships to facilitate an appropriate credit resource under highly competitive terms.
  • organizational cash flow forecasting and cash management.
  • all company credit cards and reconcile balances to GL
  • schedules of company capital assets, leaseholds, and rental leases.
  • schedules of Shareholder notes receivable and notes payable.
  • monthly financial package for Senior Management for joint review and bank (if needed)
  • analyze financial data and present financial reports in an accurate and timely manner; clearly communicate monthly, quarterly, and annual financial statements; monitor progress and changes and keep senior leadership abreast of PMI's financial status.
  • preparation of all tax returns including BPOL, personal property, franchise tax in multiple states, sales and use tax, estimated tax payments and filing of income tax returns.
  • all outside review/audit activity including financial and tax, FAR, Worker's Comp, DCAA, 401k, GSA, and sales and use tax.

Project Management Leadership
  • FAR requirements and compliance from government contracts.
  • all financial aspects of project accounting; ensure that expenditures are consistently allocated to the correct projects and stay within budgets.
  • consultant liability and the payment process.
  • backlog and other project management metrics.
  • marketing support for all financial information for Reps and Certs, SAM certifications, as well as safety and OSHA requirements.
  • Dun and Bradstreet presence, renewal and reporting.

Human Resources Leadership
  • hiring and firing processes, job descriptions, offer letters, Paycor platform.
  • Plan Administrator; DOL 5500 filing (401k plan and/or cafeteria plan)
  • health insurance compliance with applicable laws plus cafeteria plan
  • group health insurance and COBRA through thePaycor platform. Broker is USI.
  • of Contact for all of company's insurance policies, including, but not limited to; auto, workers' compensation, disability, and life insurance. Broker is Klein Agency
  • EEO, AAP, and Title VI compliance programs with marketing director
  • EEO-1, Vets 4212, U.S. Census reports
  • all compliance programs and policies for multiple states.

Systems Leadership

Administrator for the Paycor, Deltek Vision, and Health Insurance platforms including security, data integrity, implementation and training of individuals within these systems.

Supervisory Responsibility:

The CORPORATE ACCOUNTING MANAGER manages the 3-4 employees in Accounting Department. Responsible for the performance management and hiring of the employees within this department.

Work Environment:

This job operates in a clerical, office setting.This role routinely uses standard office equipment such as computers, phones, photocopiers, fax machines, calculators and filing cabinets. Virtual platforms include Teams

Physical Demands:

This is largely a sedentary role; however, some filing is required, which would require the ability to lift files, open filing cabinets and bend or stand on a step-stool as necessary.

Position Type and Expected Hours of Work:

This is an exempt, full-time, salaried position. On-site is to be expected however, minimal work from home options can be negotiated once fully-trained. The work hours are Monday through Friday 8:00 AM to 5:00 PM.

Travel:

Occasional travel to outer offices.

Education, Experience, and Skills
  • orCMAcandidate preferred
  • in Accounting or Business preferred
  • years' experience in all finance roles of a small firm: accounts payable, billing & accounts receivable, cash receipts, GL entries, bank reconciliations, asset management, and GL reconciliations
  • years' supervisory experience in payroll and payroll taxes, including benefits administration
  • in general business administration, insurance and human resources required.
  • Microsoft products including; basic Word, moderate Excel, and Teams required; Deltek Vision preferred.
