This is a hybrid position with periodic on-site requirements in Lexington for meetings as necessary.
Salary Range: $170-200k
The successful candidate will have demonstrated strength in three primary areas: Thorough understanding of subcontracts, procurement, and other contracting related regulations (particularly FAR & DFARS regulations associated with procurement) and processes; significant technical knowledge of applications, systems, and data flows; and experience leading and inspiring a team of about 8 individual contributor direct reports, including Co-Ops. This is a leadership position with high visibility and collaboration with technical staff, MIT campus, and related business departments (especially the IT function) to envision, deploy, and communicate capability improvements. This critical role reports directly to the Contracting Services Department (CSD) Head, who oversees approximately 116 talented contracting and logistics professionals. The Sr. Manager will be responsible for oversight in the design and administration of systems, process development initiatives, and incorporating future emerging technologies to improve operational compliance, quality, and efficiency. Contracting is currently kicking-off an initiative to research, identify, and implement the next generation purchasing process and associated system application to enable modern capabilities and substantially enhance the user experience.
Additionally, the Sr. Manager will implement strategies, systems, and business process designs and redesigns to meet CSD automation, reporting, and systems development requirements and oversee B2B purchasing processes and systems. The Sr. Manager will assign, train, direct, inspire, mentor and supervise assigned personnel, coordinate work assignments, and evaluate personnel performance on an ongoing basis to maximize performance across the team. The Sr. Manager will also be responsible for many regular and ad-hoc reporting requirements to address inquiries from stakeholders both inside and outside the Laboratory.
Duties include:
Assist as a Subject Matter Expert (SME) in the design and implementation of a new procurement system to ensure it meets business, regulatory, and stakeholder requirements
Review industry materials management practices to close gaps in the Lab's an end-to-end capability
Design, build, and implement standardized business processes and business intelligence, interfacing with IT, Security, Finance, and various stakeholders to meet department and Laboratory objectives
Conduct analyses to evaluate system capabilities gaps between business needs and existing functionality
Develop comprehensive project plans to accomplish ongoing process improvements
Collaborate with CSD peers and Laboratory stakeholders to support the Laboratory research missions
Manage and maintain master data, forms & templates, process documentation, key metrics, and contribute to policy/procedure development for different areas within CSD
Act as resident expert on the feasibility, design, and execution of standard queries and ad-hoc reports
Manage and proactively develop subordinate skillsets and build a cohesive team
Ensure the team adopts optimal project management and analytics techniques and methodologies
Required Qualifications
Bachelor's degree (advanced degree preferred) in Business Management, Supply Chain, Industrial Engineering, Management Information Systems or related field is required
Leadership attributes with experience managing a team to achieve business objectives
Working Knowledge of FAR/DFARS & Public Laws
Demonstrated experience leading large scale software implementation projects
10 years of experience working in Supply Chain, Purchasing, Materials & Inventory Control and/or Business Process Analysis and Design
Broad experience with SAP / S/4HANA / SRM or comparable ERP systems is required; SM/APICS/PMI or similar certification is preferred
Desire familiarity with business intelligence and data visualization tools like SAP BusinessObjects BI, SAP Analytics Cloud, Microsoft Power BI, and cloud-based procurement solutions like Jaggaer eProcurement and Ariba
Expert analytical/computer skills with a robust Microsoft Excel skill set
Superior problem solving, presentation, and communication (written and verbal) skills
Strong organizational and time management skills are critical
Demonstrated experience effectively working in cross-functional environments and managing multiple responsibilities simultaneously are required and are key factors for success
Ability to obtain and maintain a Secret level Government security clearance is required
