Job Description:

Position: Capability, Development and Oversight Analyst

Location: San Antonio, Texas (Lackland) On-Site

Security Clearance Required: TS/SCI

Position Type/Standard Work Hours: Full-time/40 hours per week

Summary/Objective:

In support of the 16th Air Force (AF) includes Strategic Plans and Programs Directorate (A8), Financial Management Directorate (FM) and the 16 AF Front Office (FO) which supports missions and functions for 16 AF Service needs and Air Forces Cyber (AFCYBER). 16 AF and AFCYBER requires technical and analytical support in areas relating to planning, implementing, and executing Air Force and Combatant Command (CCMD) missions.

Analyze existing and emerging system technology developments and provide recommendations to develop new and/or modify existing Electronic Warfare (EW), Information Warfare (IW), Intelligence, Surveillance and Reconnaissance (ISR), and cyber systems capabilities. Assist with coordination and oversight of capability related processes (i.e., cyber integration) to include test, requirements, and operational acceptance.

Primary Responsibilities:

  • Reviewing strategic guidance from HQ, MAJCOM, and CCMD (such as CCDR OPLANS, CONPLANS) for impact/integration to JCWA and other systems as well as recommend/support development of modifications and operational environments.
  • Research, analyze, and make recommendations on short-term and long-term strategic planning regarding new policies and their impact on existing processes/policies, personnel training requirements, and technology (i.e., systems, employment of new technologies, operational considerations, and security issues).
  • Conduct assessments of current and emerging AF, MAJCOM, CCMD and DoD capabilities to meet requirements in support of full-spectrum IW and Cyberspace Operations. Tasks include identifying capability gaps/shortfalls and recommended solutions, identify trends to determine the health of the AF's cyber enterprise including analysis and providing input and developing staff products (e.g., briefings, white papers).
  • Provide research, analysis, and development of best practices for collaboration and integration of cyber with national agencies, CCMD, sister service organizations and other agencies.
  • Provide support to the Government Lead in conducting Lead Agent responsibilities for select cyber systems as outlined in DAFPD 10-9, Lead Command/Lead Agent Designation and Responsibilities for United States Air Force Weapon Systems, Non-Weapon Systems, and Activities.
  • Establish, manage, and lead weapon system working groups on a recurring basis, identify and coordinate weapon system requirements, oversee all phases of testing, advise, and assist with operational acceptance of new or modified capabilities, and assist the PEM with programmatic and financial weapon system management tasks.
  • Assist 16 AF staff and subordinate units with development, publishing, and execution of ACC and NAF Programming Plans (PPlans), Programming Messages (PMsgs), basing action plans, and Site Surveys related to permanent new mission beddowns, force changes, and unit realignments/inactivations. Attend meetings on behalf of the Government and present 16 AF and AFCYBER equities in all strategic basing activities initiated by the appropriate MAJCOM functional office at ACC and or USCC.

Required Education and/or Experience:

  • Bachelor's Degree in Business, Program Management, Public Administration or similar degree.
  • 8-years experience in acquisition management, DAU Level 2 Acquisition Certification or Program Management Professional Certification or equivalent.

Supervisory Responsibilities:

This position does not supervise the work of others.

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment.

Physical Demands:

Must be able to operate a computer and other standard office equipment. Must be able to remain in a stationary position, 80%.

Travel:

Very little.
