Position Title: Vice President for Institutional Field Relations

Position Summary

The Vice President for Institutional Field Relations (VPIFR) with the Middle States Commission on Higher Education (MSCHE) reports to the Lead Vice President for Institutional Field Relations, serves as staff liaison to institutions, supports the Commission's institutional accreditation and monitoring activities in accordance with federal regulations, and supports the peer evaluation processes. The VPIFR represents the Commission's values, mission, and goals in all interactions with institutions and the public. The VPIFR's work is critical to the Commission's monitoring activities required as a member of the regulatory triad, including the assessment of institutional compliance with the standards for accreditation; requirements of affiliation; policies, procedures, and guidelines; and applicable federal regulatory requirements. The VPIFR supports the accreditation-decision-making processes through in-depth understanding of Commission policies and procedures; expertise in accreditation processes and regulatory requirements; engagement and guidance of Commission representatives, including peer evaluators; and input into the development of new or revised policy, procedures, or guidelines. The VPIFR develops and facilitates training activities for institutions and peer evaluators. The VPIFR contributes to the advocacy efforts of the Commission through participation at regional and national conferences, funding permitting. The position requires extensive domestic and international travel.

This is a full-time, exempt, remote teleworking position but does require onsite presence in Philadelphia, PA, Wilmington, DE, and other locations when necessary to fulfill the work of the Commission. Evening and weekend work may be required when conducting Commission activities.

Serve as liaison between the Commission and institutions for a portfolio of institutions representative of the membership and represent the Commission with credibility serving diverse constituents.

Support institutions through accreditation activities to ensure institutional compliance with standards for accreditation, requirements of affiliation, Commission policies and procedures, and applicable federal regulatory requirements including but not limited to:

  • Establish and maintain effective working relationships with institutions through a variety of contacts including communicating about accreditation-related matters, strategies for institutional improvement, and compliance-related areas;
  • Establish and maintain knowledge of institutions in portfolio, including accreditation history, institutional data, accreditation status with the Commission, and related entities that influence institutional members;
  • Interpret and enforce standards for accreditation; requirements of affiliation; policies, procedures, and guidelines; and applicable federal regulatory requirements with all institutions;
  • Monitor institutional developments and emerging issues, and develop appropriate MSCHE responses;
  • Guide institutions through all accreditation activities by conducting institutional visits; providing training, resources, and advice; documenting engagement; and providing other support as appropriate;
  • Work with other units of the organization to ensure that complaints and third-party comments are processed and incorporated into decision-making, where appropriate;
  • Work with other units of the organization to understand needs within the regulatory triad for specific institutional matters, and provide details that are needed about institutions to support that work;
  • Ensure that all visits to institutions required as a result of Commission actions are undertaken in a timely manner and in accordance with Commission policies and procedures; and
  • Hold an understanding of the related entities of institutions within the membership.

Contribute to the accomplishment of the Commission's work and strategic priorities and contribute to the work of Commission committees in their decision-making responsibilities:

  • Represent MSCHE at professional associations, conferences, and planning events.
  • Develop and provide details specific to institutions to inform accreditation decisions;
  • Review and analyze institutional reports, data, and materials, and make data-informed recommendations for Commission action;
  • Consult with committee members, Commissioners, and staff to prepare oral and written reports and propose appropriate accreditation action language.
  • Craft and finalize appropriate action language for Committee review in a timely manner; and
  • Alert other units of emerging issues that can impact decision-making.

Engage directly with Commission representatives to ensure effective accreditation processes that align with Commission policies and procedures and federal regulations, including but not limited to:

  • Identifying appropriate team chairs and vice-chairs to lead institutional visits;
  • Ensuring the appropriate composition, selection, and training of evaluation teams (self-study, application and candidacy, follow up, and others) pursuant to Commission policies and procedures and federal regulations; and
  • Serving as the primary point of contact for peer evaluators conducting evaluations throughout all phases of the Commission's accreditation processes; providing accreditation review resources; accompanying and providing on-site support for teams; and providing other support as appropriate and aligned with commission policies and procedures.

Represent the Accreditation Relations Department as a member of projects, through presentations, and/or on staff advisory committees.

  • Actively contribute to the development and implementation of the MSCHE strategic plan, policies, and processes;
  • Contribute to the development and delivery of training for MSCHE institutions, volunteers, and Commissioners;
  • Collaborate with or lead projects for the enhancement of accreditation activities or accomplishment of organizational strategic priorities;
  • Develop materials and present on behalf of the Commission in accordance with the guidance developed; and
  • Actively participate in MSCHE events, such as webinars, workshops, and conferences.

MSCHE offers a competitive salary with excellent benefits and work environment. The salary range for this position is $148,877 - $154,000. This is a full-time, exempt, remote teleworking position but does require onsite presence in Philadelphia, PA, Wilmington, DE, and other locations when necessary to fulfill the work of the Commission. Evening and weekend work may be required when conducting Commission activities. MSCHE does not provide work visa sponsorships.

Minimum Qualifications:

  • Master's degree from an institution with accreditation recognized by the United States Department of Education.
  • At least five years of professional experience that demonstrates growth and/or advancement in complexity, difficulty, or level of responsibility.
  • At least five years of professional experience with increasing levels of responsibility, supervisory experience, and/or budget management within higher education, regulatory, legal, or non-profit environments appropriate for a vice president position.
  • Demonstrated experience that conveys broad knowledge of higher education in the United States.
  • Capacity for problem solving, data management and analysis, translation of policy into practice, and holistic, complex judgments.
  • Experience with technology that supports the work of accreditation, including data entry into online management software.
  • Ability to work independently and collaboratively, and to adapt in a complex, changing environment.
  • Ability to manage complex projects and details of multiple simultaneous activities within a team framework.
  • Demonstrated strong written and verbal communication skills, organizational skills and the ability to work both independently and in a collaborative team environment, with evidence of a strong customer service mindset.
  • Demonstrated technological ability to rely on video conferencing tools to communicate and collaborate effectively with internal and external constituents while working remotely.
  • Experience using a variety of presentation platforms and learning management systems.
  • Experience with Microsoft Office products as well as professional e-mail and telephone protocols.
  • Superior customer service focus with attention to detail and strong interpersonal and organizational skills.

Preferred Qualifications:

  • Terminal degree from an institution with accreditation recognized by the United States Department of Education.
  • Demonstrated experience of higher education in international markets.
