CALIBRE Systems, Inc., an Employee-Owned Management Consulting and Digital Transformation company, is seeking a Program Manager for DOL TAP (Department of Labor Transition Assistance Program). The Program Manager for DOL TAP is responsible for overseeing and managing all aspects of the program. The Program Manager will work closely with various stakeholders including DOL representatives, other government agencies, and community partners.

The Program Manager is responsible for coordinating the management of all staff, work, and tasks performed ensuring the conformance with program schedules, and cost. The Program Manager will oversee sites, facilitators, and FTEs disbursed in CONUS and OCONUS locations. The Program Manager is required to manage all deliverables and the coordination of resources. The Program Manager should have extensive training and experience in project management along with a PMP certification. The Program Manager must have experience managing a large staff in remote and physical, CONUS, and OCONUS locations. The Program Manager should have experience with DOD programs and service members.

Tasks include:

  • Program Leadership: Provide strategic leadership and direction to ensure the continued success of the DOL TAP program
  • Resource Management: Manage program budgets, resources, and personnel effectively to support program goals
  • Stakeholder Engagement: Collaborate with DOL, military installations, other federal agencies, non-profit organizations, and community partners to deliver comprehensive services to program participants
  • Compliance and Reporting: Ensure that the program is in compliance with all relevant laws, regulations, and reporting requirements. Maintain accurate records and prepare reports as necessary
  • Program Evaluation: Continuously assess the program's effectiveness, collect and analyze data, and make improvements as needed to meet the evolving needs of program participants

  • Strong leadership and communication skills
  • Knowledge of military culture and experience working with veterans is a plus
  • Understanding of federal and state regulations related to veterans' employment and transition services
  • Ability to work collaboratively with diverse stakeholders
  • Strong organizational and time management skills
  • A commitment to the mission of assisting military service members and their families in their transition to civilian life


  • A Bachelor’s degree, any discipline from an accredited college or university or 12 years of experience as a project manager
  • Have at least 12 years total relevant experience
  • Experience related to the PWS of successfully directing and controlling activities of one or more large programs
  • Have a proven track record of engaging with government agencies at a senior level
  • Have at least 5 years of experience, managing remote, OCONUS, and CONUS based teams
  • PMP certified or additional 4 years of experience in related field, preferably in veteran or military transition services

Required Education:

  • Master’s Degree from an accredited school by a national or regional accrediting agency recognized by the U.S. Department of Education
  • Bachelor’s Degree along with 8 years relevant experience
