The Role
Prepares and coordinates the plans and schedules for new or existing programs. Determines, monitors, and reviews costs, operational budgets and schedules, and manpower requirements. Supports and participates in negotiations with customer. Analyzes effects of projects upon various areas such as Engineering, Facilities, and the labor pool to determine the most practical and cost-efficient methods to obtain the required resources. Resolves proposal preparation problems and assesses the progress against established plans and parameters. Formulates and recommends corrective action measures such as schedule revisions, manpower adjustments, fund allocations, and work requirements.
This candidate will serve as a business analyst for E25. Working with other E25 Engineer Planning Analyst to manage Mission Technologies, Leased, and subcontract task and provide funding. Working with LRM to evaluate workload and resource (Manpower) requirements for all hulls and provide sand charts by work center. Work with Engineer Planning Analyst to setup progressing metrics for all contracts every calendar month as required by Finance. This is including supporting the progressing tools and methodologies, SPI curves, distributing budgets, and progressing. This candidate will also work with Facilities Manage FSRs and seating capacity for E25. Will also support Time Management Process Labor Cost Transfers/Salaried Payroll requests/O79 Invalid Labor Reports. This position may also support PC coordinator functions for the department, including computer access/IT service requests, computer inventories. The candidate may also be involved in the scoping/estimating/scheduling aspects of the Test Department in a support role. This position has a primary focus of business lead for Test Engineering with minor IT Administration and Planning type support. The ideal candidate should have the ability to work through complex day to day financial issues and brief Test Engineering management to make appropriate business decisions for all contracts.

Must Have
Bachelor's Degree and 3 years of relevant exempt experience
Master's Degree and 1 years of relevant professional experience
