ABOUT THE POSITION

The County of Riverside Emergency Management Department (EMD) seeks to fill an Emergency Management Educator vacancy for their office located in Riverside.

Under direction, the Emergency Management Educator plans, organizes, conducts, and evaluates community emergency response training (CERT) education programs; provides disaster response information, education, and training to employees, stakeholders, and members of the public; and performs other related duties as required.

The primary duties include, but are not limited to the following: coordinate meetings, trainings, and events; follow up on items and processes; develop and teach program curriculum; provide training to volunteers; gather materials; carry and transport totes and equipment; d ata entry and maintain spreadsheets; and analyze survey data from training evaluations for program effectiveness.

Competitive candidates will possess Federal Emergency Management Agency (FEMA) certification and Community Emergency Response Team (CERT) certification. Additionally, competitive candidates will possess experience creating program curriculum and brochures utilizing the following applications: PowerPoint, Canva, and Adobe Creative Suite: PhotoShop and Illustrator; i ntermediate to advanced experience utilizing the Microsoft Suite: Outlook, Teams, Word, and Excel. Bilingual-Spanish candidates are highly desired.

The ideal candidate will possess the following skills: high-level organization, time management, public speaking, project management, and management of competing priorities.

The Emergency Management Educator class is utilized by EMD and is assigned responsibility for providing emergency and disaster response and readiness training programs (e.g., CERT, volunteer training, and preparedness, response, and recovery training). Incumbents will work under the direction of a program/project manager, coordinator, lead responsible for the overall management of emergency or disaster response education and training programs.

The Emergency Management Educator is distinguished from the Emergency Services Coordinator class in that the latter is responsible for developing and planning emergency services activities and procedures, while the former is responsible for training and education activities.

The Riverside County Emergency Management Department (EMD ) is a public safety department that includes Emergency Planning Division (EPD), the Riverside County Emergency Medical Services Agency (REMSA) and the Emergency Services Division (ESD). EMD coordinates emergency management and emergency medical services in order to mitigate, prevent, prepare for, respond to, and recover from emergencies and disasters.

EXAMPLES OF ESSENTIAL DUTIES

• Assess program needs, assist in developing goals and objectives, program design/redesign and implementation strategies; evaluate emergency response and disaster preparedness education program requirements to support EMD goals for County-wide training.

• Prepare training reports; may assist in writing grant proposals; write and design articles, visual aids, pamphlets and web-based materials; present information relative to the role and services of EMD to the County's employees and other internal/external agencies, as appropriate.

• Develop and maintain collaborative partnerships with County departments and other relevant stakeholders aimed at implementing a comprehensive emergency management training program.

• Coordinate meetings, workshops, conferences, institutes, and seminars; assist in the preparation of manuals, outlines, and guides to describe training and education services to specific groups.

• Train the public, staff, or stakeholders in disaster and emergency response/preparedness techniques; may work with other County departments to develop and maintain their programs.

• Evaluate and implement social marketing plans or advertising to promote employee and public participation in preparedness training activities provided by EMD.

• Develop program curriculum based on assessment and analysis of emergency response and preparedness readiness.

• May conduct response and preparedness needs assessment to determine readiness status of individuals or departments; provide education and consultation services as required for the County.

• Contact County departments or cities and agencies and make presentations to relevant parties in order to promote services and training offered through EMD.

MINIMUM QUALIFICATIONS

Education:Possession of a Bachelor's degree from an accredited college or university in emergency management, public health, urban studies, environmental sciences, public or business administration, social or behavioral sciences, education, communications, or a related field.

Preferred Education/Training: Possession of certification programs or courses from the Federal Emergency Management Agency (FEMA) and Community Emergency Response Team (CERT).

License:Possession of a valid California Driver's License is required.

Physical Requirements:The incu mbent will be required to stand for long periods of time and to lift up to 50 lbs.

Knowledge of:Community emergency response (CERT); Emergency preparedness and education principles, methods, and techniques including the preparation of educational and training materials and the means of disseminating information through mass media and community resources; techniques of collecting and compiling data pertinent to emergency preparedness program planning, design, and evaluation.

Ability to: Analyze pertinent data for program effectiveness; prepare and edit effective program related communications; organize, and conduct meetings and training sessions; work and deal effectively with program participants, department staff, management level employees, and other relevant stakeholders; speak effectively before public and professional groups; prepare effective pamphlet brochures, reports, and visual aids; plan, implement, and evaluate education and training programs.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)

    4< 9 years = 120 Hours (15 Days)

    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
