In support of the TRADOC G-2 mission, the Enterprise Knowledge Manager is responsible for the management and administration of processes and tools that enable the organization to identify, create, document, access, and share tacit and explicit knowledge.
Primary Duties & Responsibilities
Building and maintaining a knowledge management framework
Identifying and documenting intellectual capital
Leads Content Management across the Enterprise
Providing access to digital content
Monitoring and reporting on the usage of knowledge management assets and resources
Leads efforts to promote the organization's use of knowledge management and information sharing
Knowledge of Change Management theory and practice
Knowledge of Continuous Process Improvement theory and practice
Knowledge of Meeting Management theory and practice
Knowledge of Knowledge Management theory and practice
Knowledge of MS 365 applications (e.g., OneDrive, Teams, SharePoint Online) and how they integrate to facilitate collaboration, content management, and knowledge flow
Knowledge of MS Power Platform and how it's capabilities enhance collaboration, content management, and shared understanding
Knowledge of the capabilities and functionality associated with various content creation technologies (e.g., wikis, social networking, blogs)
Knowledge of the capabilities and functionality associated with various technologies for organizing and managing information (e.g., databases, bookmarking engines)
Knowledge of the capabilities and functionality of various collaborative technologies (e.g., groupware, SharePoint)
Manage the indexing/cataloguing, storage, and access of explicit organizational knowledge (e.g., hard copy documents, digital files)
Construct access paths to suites of information (e.g., link pages) to facilitate access by end-users
Knowledge of database theory
Knowledge of Personally Identifiable Information (PII) data security standards
Knowledge of an organization's information classification program and procedures for information compromise
Knowledge of cloud computing service models Software as a Service (SaaS), Infrastructure as a Service (IaaS), and Platform as a Service (PaaS)
Knowledge of cloud computing deployment models in private, public, and hybrid environment and the difference between on-premises and off-premises environments
Preferred Experience
Plan and manage knowledge management projects
Promote knowledge sharing between content owners/users through an organization's operational processes and systems
Provide recommendations on data structures and databases that ensure correct and quality production of reports/management information
Knowledge of data mining techniques
Knowledge of the organization's core business/mission processes
Knowledge of Cloud-based knowledge management technologies and concepts related to security, governance, procurement, and administration
Knowledge of data classification standards and methodologies based on sensitivity and other risk factors
Knowledge of use cases related to collaboration and content synchronization across platforms (e.g., Mobile, PC, Cloud)
Knowledge of taxonomy and semantic ontology theory
Background Requirements
Current SECRET clearance is required; TS/SCI clearance is preferred. Must be eligible for TS/SCI
Education: A Bachelor's degree in Knowledge Management, Library Science/Information Science, Information Technology, Cybersecurity, Data Science/Analytics, Information Systems, , Communication Studies, Business Administration/Management, or Computer Science from an ABET-accredited or CAE-designated institution fulfills the educational requirement for this role
DoD/Military Training: Specific training courses are recommended (e.g., KM Qualification Course (US Army), KM Apprentice Course (USAF), Afloat KM Course (US Navy)Refer to the DCWF Training Repository for additional course information
Personnel Certification: Certifications such as Certified Knowledge Manager (CKM), Knowledge Management Professional (KMP), Certified Information Professional (CIP), Certified Knowledge Practitioner (CKP), Project Management Professional (PMP), Lean Six Sigma Certifications, Security+, GSEC, FITSP-O, GICSP, CASP+, CCNP Security, or CISA are relevant. Refer to Section 3 of the DoD 8140 Manual for alternative experience qualifications
Strong management and team leadership experience
Extensive experience with technical writing and editing
