About the Role:

We are looking for a Broker/Dealer Risk Specialist to be part of a dedicated supervisory team responsible for supervising a large savings and loan holding company.  This position is responsible for overseeing regulatory compliance with the supervised firm’s core business lines, with focus on broker/dealer and advisory services activities.  You will report to the Deputy Central Point of Contact for Financial Resiliency and Management of Business Lines and be responsible for assessing Governance and Controls under the Federal Reserve’s Large Financial Institution’s Rating Framework.  More specifically this will entail assessing the strategy, risk management and controls, and financial performance of the broker/dealer and advisory services business line.  You will also be responsible for assessing markets and securities compliance for the brokerage and investment advisory operations.  In this role you will lead and participate in examinations as part of our continuous supervision model for Large Banking Organizations.  Candidates should be experienced in regulatory examination procedures used to evaluate retail brokerage and registered investment advisory activities.   The successful candidate will also have secondary expertise in traditional bank and bank holding company regulatory supervision.   You are required to reside within the 11th Federal Reserve Bank District, but we prefer you be based in Dallas, TX.

You Will:


  • Partner with other examiners and risk specialists in a team environment to effectively build and execute a supervisory plan for evaluating the firm’s safety and soundness.

  • Conduct ongoing risk-focused supervisory activities, including leading routine meetings with management to develop a deep and broad understanding of the firm’s core business lines, including retail brokerage and registered investment advisory activities.

  • Collaborate with other risk specialists on the team and other agencies to develop a comprehensive understanding of the operations and risks associated with the firm’s core business lines activities.

  • Analyze the firm’s policies, procedures and controls related to core business lines, specifically brokerage and advisory operations.

  • Serve as a subject matter expert on the team for broker/dealer and advisor activities, participate in the development and execution of examination scope memos, assessment work programs, conclusion memos, and supervisory feedback letters as well as develop work papers to document your analysis and support your conclusions.

  • Perform continuous monitoring and reporting on changes in inherent risks/risk management practices of the firm.  This will include monitoring trends and developments through the review of internal risk management reports, regulatory filings and surveillance reports, and interaction with senior bank officials, other regulators, and internal auditors.

  • Participate in the assessment of the firm’s remediation of supervisory issues; delivering clear, written and oral supervisory messages to firm leadership in collaboration with other examiners and risk specialists.

  • Maintain a high level of subject matter expertise in your risk discipline and keep abreast of emerging issues of relevance to the firm.

  • Coordinate and lead interagency meetings with other regulatory agencies.

  • Collaborate with other examiners, risk specialists and analysts from the Board of Governors to recommend a variety of regulatory assessments.

  • Build and maintain strong relationships with examination team members and business lines.

You Have:


  • Bachelor's or Master’s degree in finance, accounting or related field.

  • Minimum of seven years of relevant experience in banking, brokerage and financial services, or banking supervision.

  • Strong knowledge of broker dealer/advisory services operations and regulatory requirements.

  • Strong analytical, writing, and oral communication skills, including presentation skills interacting with all levels of management, boards of directors and other agency officials.

  • Advanced abilities to apply and explain complex regulatory concepts relating to broker dealer/advisory services activities.

  • Capacity to pursue multiple initiatives at the same time and deliver successful outcomes.

  • Demonstrate teamwork, analytical and critical thinking abilities.

  • Series 7 License preferred.

  • Equivalent education and/or experience may be substituted for any of the above requirements.

Note:

This position may be filled at various levels based on candidate's qualifications as determined by the department.

This role allows for the employee to work in a hybrid manner with some work conducted onsite at the Federal Reserve work location and some work conducted remotely. Specific schedule details will be discussed during the recruitment process.
