Job Description:

The French Market Corporation is responsible for operating and maintaining historic properties in New Orleans French Market District, including parks, markets, parking facilities, and commercial and residential properties. The Capital Projects and Procurement Manager is responsible for managing plans for renovations and improvements to these properties. Duties include but are not limited to:
  • Developing the French Market Corporation's Capital Program/Capital Budget,
  • Identifying outside funding opportunities such as grants/partnerships, preparing applications, and managing partnerships and funding obligations,
  • Developing project work scopes, reviewing development plans, and preparing cost estimates,
  • Preparing bid documents in coordination with the City's Office of Procurement and Office of Supplier Diversity,
  • Preparing and monitoring construction contracts for compliance and coordinating with inspectors, contractors, and design professionals,
  • Maintaining and archiving project records according to document retention policy,
  • Collaborating with city and neighborhood partners in planning major district initiatives,
  • Collaborating with executive staff on insurance coverage and coordinating claim repairs, and
  • Performing annual property assessments prior to hurricane season.

This position is normally Monday through Friday. However, the Capital Projects Manager may be required to work on evenings or weekends.

Minimum Qualifications

1. A Bachelor's degree from an accredited college or university.

2. Four years of progressively responsible professional administrative experience in capital projects management or procurement. Two years of this experience must have included preparing bids and/or grant proposals.

NOTE: These minimum qualifications are not negotiable; you must meet all the requirements as listed in the job posting.

Kind of Examination

A qualifying written examination and a rating of training and experience, weighted 100%. All related previous experience will be considered for qualification purposes, however credit on the rating of training and experience will only be given for experience gained within the last ten (10) years.
