Department Information



The Indiana University Bloomington Office of Finance, Administration and Budget (FAB) supports fiscal management, budget development, decision-support analytics, and strategic and operational-level fiscal planning for the IU Bloomington campus. FAB, led by the Vice Provost for Finance and Administration, works closely with senior leadership to ensure a focus on academic excellence and fiscal discipline. FAB collaborates with campus partners to connect annual budgets with short- and long-term forecasts and priorities, provides oversight of fiscal operations on campus, generates insights through predictive analytics, and uncovers opportunities and risks that impact strategic fiscal decisions and outcomes.



Job Summary



The Assistant Dean for Finance is responsible for developing strategies for managing all fiscal and business operations for the School of Public Health-Bloomington, serves as the most senior fiscal staff member in the school, and works in direct partnership with the school's Executive Leadership Team. This role has authority, subject to the ultimate approval from the Dean or Executive Associate Dean, to make key and high-level decisions that directly impact the school's financial outlook and budget.


Department-Specific Responsibilities


  • Responsible for ensuring School of Public Health's compliance with all university policies and procedures.

  • Organizes work procedures and develops appropriate fiscal practices, in accordance with university policies and best practices in the field.

  • Analyzes and evaluates the effectiveness of established policies and procedures to identify, formulate, and implement process improvements.

  • Manages, plans, and organizes the school's financial operations which include, but are not limited to, financial planning, forecasting, budgeting, data analysis, and administration.

  • Directs all fiscal and business operations in the School of Public Health - Bloomington.

  • Conducts financial and enrollment trend analyses and provides strategic, visionary, and operational guidance related to fiscal matters for the school and its Executive Leadership Team.

  • Proactively and strategically develops models to provide recommendations to enhance financial performance to support the school's teaching, research, and service missions and to minimize risk.

  • Develops models and provide recommendations to guide the Executive Leadership Team on the financial implications of costs of existing and proposed initiatives; monitors existing revenue flow and identifies new revenue streams; and develops metrics to monitor and measure the fiscal success of programs and initiatives.

  • Provides innovative modeling for the continuous monitoring and evaluation of short and long term strategic financial aims.

  • Provides operational leadership over all fiscal matters in the School of Public Health (SPH-B). Foster a service-oriented, accountable team environment with direct reports and with all associates.

  • Motivates finance and operational teams to perform efficiently and at the highest level. Develops staff skills so that redundancy in key positions exists.

  • Serves as the school's primary fiscal officer, which includes direct responsibility for all internal controls, accounting, finance, forecasting, budgeting, building/business operations, and financial compliance.

  • Reviews and creates policies and procedures that meet the school's strategic goals and communicates those policies/procedures effectively with all school leaders, fiscal delegates, and stakeholders.

  • Consults with the SPH-B executive leadership team and campus budget administrators to direct, analyze, forecast, advise, and implement all fiscal activities of the school in line with university policy and procedures.

  • Oversees department and program budget requests with final oversight by the SPH-B Executive Leadership Team and exercises final authority on most school expenditures of consequence (e.g., material expenditures).

  • Oversees the annual budget build, and the generation and analysis of financial statements for programs, departments, and the school analyzing trends, departmental balances, income, expenditures, etc.

  • Oversees the development, maintenance, and revision of the school's accounts and systems for monitoring financial activities.

  • Fosters a culture of fiscal compliance that safeguards university assets.

  • Devises and deploys internal controls and financial reconciliations.

  • Works with school leadership on fiscally related decisions such as financial aid strategy, academic appointments, and salary administration.

  • Provides executive oversight to ensure training of all personnel responsible for compliance with university fiscal policies.

  • Provides high level collaboration with other campus and RC level fiscal officers to foster strong consistent financial oversight and strategy. This may include some trend analysis, financial policies, and fiscal management.



General Responsibilities


  • Directs the daily and long-term financial and/or administrative operations of multiple institution organizational units or a multi-faceted academic research and teaching unit within a school or college.

  • Responsible for accuracy, timelines, and the general integrity of the Financial Administration family.

  • Controls all expenditures and statement of accounts to ensure regulatory compliance and fiscal integrity.

  • Manages complex revenues including internal and external sources.

  • Directs the management of general appropriation, endowment, federal and non-federal grants and contracts, and gift funds.

  • Prepares operating and project budget drafts. Creates annual revenue and expenditure budget for school or support unit.

  • Monitors functional area budgets and reports any significant deviations from approved budgets. Develops budgetary policies and procedures.

  • Responsible for supervising business support personnel.

  • Develops, plans, and directs special projects, which may include space renovations, space allocations, staffing, equipment purchases, long-range plans, leasing of off-campus space and services.

  • May oversee and direct variety of human resources activities including employment, labor relations, benefits, training, and classification for functional area.

  • Bachelor's degree in finance, business, or related field


Preferred



  • Master's degree in related fields

WORK EXPERIENCE



Required



  • 4 years related functional experience

  • 1 year of management experience


Preferred



  • 10 years of progressively responsible and successful administrative and management experience including budgeting, planning, and fiscal operations (travel, purchasing, contract and grants, auditing, etc.)

  • 8 years of budget preparation and planning experience required

  • IU experience preferred

LICENSES AND CERTIFICATES

  • Certified Public Account (CPA) license strongly preferred

  • Certified Management Accountant (CMA) certification

  • Familiarity with IU Foundation and/or higher education sector protocols is important

  • Prior experience managing large complex budgets is needed




Working Conditions / Demands



This role requires the ability to effectively communicate and to use a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus. This position is eligible for a limited hybrid schedule, subject to change in the future based on business needs and strategic direction of the campus business needs.



Advertised Salary



Up to $130,000 based upon experience.
