Introduction

The Department of Information Technology (DoIT) leads the State in the creation and implementation of information technology (IT) solutions that improve IT infrastructure and government services and keep Maryland current within IT industry trends.

Main Purpose of the Job

The Portfolio Officer (PO) works closely with other Units of State Government to manage the business relationships between DoIT and the agency in order to promote successful mission outcomes. The PO develops and supports strategic direction for IT. The PO also assures the alignment of IT operations and engineering teams are aligned with the mission of the assigned agency and proactively manages this relationship to ensure high levels of service quality and customer satisfaction.

The role of the PO is differentiated from that of a program or project manager in that the PO manages the business relationship between DoIT and the agency whereas project managers engage in the management of a specific scope of work constrained by a commencement and eventual conclusion (a project), or the management of certain coordinated sets of operational activities within DoIT (a program).

This position requires excellent communication skills, both written and verbal, the ability to work under pressure and multi task multiple projects at any given time.

Position Duties
  • Builds and maintains relationships with clients and key personnel within units of state government.
  • Conducts business reviews to ensure units of state government are satisfied with IT products and services.
  • Perform strategic consultation and analysis for units of state government and develop strategic and tactical business plans in accordance with agency needs, generally accepted standards, and state law, and other requirements.
  • Alerts appropriate DoIT resources to opportunities for further improvement of units of state government services.
  • Keeps units of state government fully informed of the services available and received from DoIT, and their associated costs.
  • Attends and facilitates meetings with and builds productive relationships.
  • Achieves relationship targets and Key Performance Indicators (KPIs) as established by DoIT leadership.
  • Works closely with DoIT personnel to facilitate all aspects of the relationship with each unit of state government.
  • Acts as a voice and proactively seeks to resolve areas of concern. Liaises with internal departments to ensure needs are fulfilled effectively. If areas of concern are brought to the PO's attention will escalate and resolve these concerns.
  • Carries out data calls, business and data analysis, and surveys.
  • Monitors performance against service level commitments and flags potential issues.
  • Performs and updates documentation as required by the unit of state government and DoIT protocol.

Minimum Qualifications

Education: A bachelor's degree from an accredited college or university.

Experience: Five (5) years' experience in building and managing business relationships and/or account management.

Note: Additional years of experience may be substituted on a year-for-year basis for the required education.

Desired or Preferred Qualifications

Our Preferred candidate will have three or more of the following:
  • Project management experience
  • Information Technology background
  • Contract oversight experience
  • Procurement experience
  • Understanding business finance and budgeting
  • State and/or federal government programmatic experience in managing business relationships and/or account management.
