Advertised Job Summary:

This position will lead and manage the evaluation needs of the School of Medicine's South Carolina Center for Rural and Primary Health Care. This includes developing and implementing the Center's evaluation and impact assessments; directing funding program evaluations; meeting all external contractual needs; and providing supervision and management for the Evaluation division. The lead evaluator will work closely with the Center's Directors to assure the execution of all evaluation activities. Candidate must demonstrate a commitment to conducting business lawfully and ethically by consistently adhering to compliance policies, procedures and regulations.


Required Education and Experience:

Master's degree in a related field and 2 years of related experience.


Preferred Qualifications:

Prefer previous experience in program evaluation with both qualitative and quantitative methodology. Prefer strong experience in Microsoft package (including Excel, Word, etc). Experience with ArcGIS and/or Tableau.


Knowledge/Skills/Abilities:

Ability to establish relationships and work collaboratively with local , state, and federal agencies and associations. Ability to communicate effectively, with strong oral and written communication skills. Required to conduct business lawfully and ethically by consistently adhering to compliance policies, procedures and regulations.


Job Duty:

In collaboration with Center Directors and the Research and Evaluation Team, develop, oversee, and implement a Center-wide inclusive evaluation of impact plan. This includes aggregating data, impact assessments, and other outcome metrics from center and center-funded activities. Oversees the submission of necessary outcomes for such reporting. Generates an annual impact report. Also assists in the development, implementation, and dissemination of evaluations for Center funded programs. Works with Directors and Portfolio managers to determine data collection and reporting strategies and provides technical assistance as needed.

Assists in the creation of program management solutions, Center standard operating procedures, and implementation of best practices for evaluation activities. Anticipates ongoing program requirements and initiates the preparation of information to meet long term goals and objectives.Assists in the recruitment, interviews, and onboarding of new evaluation team personnel including staff, Graduate Assistants and Post-Docs. Supervises any direct reports.

Works with Center Directors to solicit new and expanded external evaluation contracts, as appropriate. Manages stakeholder expectations and provides pre-award documentation as needed. Works with Center finance experts to develop appropriate budgets. Oversees all contracted Center evaluations including managing, conducting, and executing the required tasks outlined in each awarded contract as well as overseeing data collection (both qualitative and quantitative) and linking workplan activities to outcomes. Also includes requesting statewide/administrative data and completing all regulatory requirements while working with Center Research Scientist on appropriate statistical analyses. Act as the liaison for such external evaluations contracts. This includes pre-contract tasks such as managing relationships, creating budgets in collaboration with Departmental Finance personnel, developing appropriate documentation, etc.

Assists in any center research project , internally or externally funded, as appropriate. Includes creating and conducting qualitative research activities, assisting the Research and Evaluation team on tasks, or other relevant research and evaluation activities. With the team, develops and/or assists with the development of research and scholarly products.Provides assistance to the Center in grant development. This may include assistance in identifying relevant requests for proposals; assistance in writing grant applications; and administrative tasks associated with grant development and submission.

Working in conjunction with the Center dissemination plan, creates materials related to program activities and facilities distribution to relevant stakeholders and audiences.
