AFPM employees combine both in-office and remote work into their schedules using up to 6 remote workdays a month. Only local candidates will be considered at this time.

American Fuel & Petrochemical Manufacturers (AFPM) is a dynamic trade association representing high-tech American manufacturers of virtually the entire U.S. supply of gasoline, diesel, jet fuel, other fuels, and home heating oil, as well as the petrochemicals used as building blocks for thousands of vital products in daily life, from paints to plastics, space suits to solar panels, and medicines to mobile phones. As a national trade association representing American refineries and petrochemical companies, AFPM brings together staff, members, affiliates, and thought leaders at major conventions and smaller gatherings, both virtual and in-person, throughout the year.

As we continue to grow and expand our reach, we are excited to announce an opening for a Director, Environmental, Health, and Safety Policy. The Director will play a primary role in formulating environmental, health and safety regulatory policy, analyzing regulatory proposals, and supporting industry implementation of those policies and regulations. This position will work closely with AFPM's government relations, state affairs, safety, industry analysis, communications, and sustainability teams to enhance AFPM's advocacy on environmental policy matters.

Responsibilities
  • Analyze environmental legislation, regulations, policy, scientific reports, data, and standards, and identify impacts and opportunities for the fuel and petrochemical sectors.
  • Prepare comments, public testimony, and presentations to regulatory agencies (e.g., the Environmental Protection Agency, The Occupational Health & Safety Administration, the Office of Management and Budget, the Departments of Energy and Transportation, and related state environmental agencies).
  • Utilize industry and public data to support policy analysis and comments.
  • Work with AFPM Industry Analytics to design and support research on environmental policy issues, such as the environmental, economic, and climate impacts of environmental, health, and safety regulations, and manage outside consultants working on studies and report for AFPM.
  • Participate in, develop, and lead coalition activities to support AFPM regulatory objectives.
  • Facilitate the work of the AFPM Environmental Committee and build consensus to support environmental advocacy positions.
  • Alert members and AFPM senior management on key environmental, health, and safety policy developments, health, and safety regulatory developments.
  • Develop and maintain positive working relationships with AFPM member company representatives, coalition members, and regulatory agencies.
  • Provide technical guidance to AFPM Government Relations staff on environmental, health, and safety legislative policy and proposals.
  • Help develop and execute the AFPM Environmental Conference.
  • Deliver presentations to industry and non-industry audiences.

Qualifications
  • 8 or more years of experience working with federal agencies and departments; association experience is a plus.
  • Demonstrated understanding of the federal regulatory process
  • Previous experience addressing and presenting issues related to air quality, water quality, climate change, process safety management regulations, and/or other relevant federal and state environmental statutes.
  • Ability to analyze federal environmental regulations, including their economic impact, and in formulating regulatory positions.
  • Excellent research, analytical, and writing skills with experience preparing technical comment letters including managing multiple commenter inputs, assessing key points, and finalizing scientific and policy documents, evidenced by writing regulatory comments.
  • Outstanding verbal communication and presentation skills.
  • Shows initiative and the ability to work both independently and collaboratively with co-workers across the organization, members, and AFPM allies.
  • Strong attention to detail and organizational skills; ability to work under tight time constraints.
  • Proficient with all Microsoft Office programs.
  • Ability to travel up to 15%.
  • Bachelor's degree in environmental science, engineering, law, other similar fields, or equivalent work experience.
