Job Description:

Responsible for day-to-day contract administration for U.S. Government contracts to ensure contract compliance while protecting company's goals and interests. This position is responsible for aspects of contract strategy development; compliance with contract terms and conditions, US laws, regulations, and executive orders; conflict of interest oversight; operational compliance; and risk mitigation. Interacts with all areas of the AFSC/Magellan Federal organization, including finance, logistics, purchasing, security, business development, capture management and other functional areas to coordinate acquisition and delivery of contracted services.


  • Independently oversees assigned contract portfolio on all related matters including review of complex contract awards and modifications, assessing and reviewing requests for equitable adjustments, wage determination pricing adjustments, claims, and AFSC/Magellan Federal responses to contractual issues as well as contractual disputes.


  • Perform all aspects of assigned contract processing including, but not limited to accuracy of order entry data, contract funding, scope changes, contract amendments, receipts and delivery schedules, legal requirements and other commitments.


  • Interprets policies and procedures, terms and conditions, performance work statements, statements of work, and other regulations.


  • Manages contract portals, uploads deliverables and exports reports as required.


  • Serves as point of contact with the government contracting officer on all contract matters and has signature authority to bind and obligate Magellan and/or its subsidiaries in accordance with company policy.


  • Proactively notifies internal teams and stakeholders of potential non-compliance and other issues that could have an adverse impact on the company.


  • Reviews complex solicitations for compliance requirements and prepares routine responses to proposals, bids, awards, contract modifications, equitable adjustments, and pricing adjustments.


  • Reviews, negotiates, and signs Non-Disclosure Agreements (NDA) and Teaming Agreements (TA) to identify potential conflict of interest, work share, and exclusivity requirements to protect company interests and growth objectives.


  • Maintains accurate record of government furnished property and contractor acquired property in the company's system of record in accordance with FAR and contract requirements.


  • Manages, improves, or develops contracts processes, including updating contract information in the contracts database to ensure all data is current and complete, authorizations to proceed at risk, deliverables, government furnished property, and others as required.


  • Provide contractual support and guidance to junior contracts team members and business team members.


  • May supervise lower-level contracts team members.


  • All other duties as assigned.



Other Job Requirements

Responsibilities
10+ years of Procurement or Contracting experience with a minimum of 7+ years in a Federal Contracting environment.

Minimum of 7 years of progressively more responsible customer facing contracts administration experience as either a prime or first tier subcontractor, including Contract Administration and Management working as a contracts administrator subject to Federal and Defense Acquisition Regulations.

2+ years of experience managing contracts subject to the Service Contract Act (SCA).

Master's degree in a business related field is required.

Demonstrated advanced experience with public sector financial/contractual analysis and negotiations including risk arrangements.

Knowledge of the Federal Acquisition Regulations (FAR), indefinite delivery/indefinite quantity (IDIQ) vehicles, and federal reporting requirements.

Familiarity with US government Cost Accounting Standards (CAS) a plus.

Familiarity with US government travel regulations (JTR, FTR, and DSSR) a plus.

Familiarity with National Industrial Security Program Operating Manual (NISPOM) for classified information matters.

Experience managing various types of subcontracts including indefinite delivery/indefinite quantity (IDIQ), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), Time & Material (T&M), and Firm-Fixed-Price (FFP).

Strong government service contracts experience.

Must be able to develop and maintain professional relationships with peers, customers, and contribute to a professional work environment by demonstrating integrity, teamwork and a positive attitude.

Must be a U.S. citizen.

Excellent written and verbal communications skills.

Ability and willingness to travel approximately 10% of the time.

Ability to obtain a US government security clearance if required by contract.
