Job Description:

Tactica Solutions LLC is seeking an experienced and qualified Senior Civil Engineer for a Systems Engineering & Technical Assistance (SETA) contract supporting the U.S. Army Space and Missile Defense Command (USASMDC) Office of the Deputy Chief of Staff, Engineer (DCSENG) for facilities engineering & sustainment and environmental planning & compliance at Redstone Arsenal, Alabama.



Duties and Responsibilities

• Provide Subject Matter Expertise (SME) level leadership, direction, and engineering oversight to achieve program/project management objectives, and mission goals.
• Review, interpret, and comment on engineering specifications, drawings, diagrams, and work instructions to ensure compliance with customer requirements.
• Provide technical support and/or administrative recommendations to the Air Force Contract Augmentation Program (AFCAP).
• Maintain, track, and report the status of construction upgrades, renovation, modification, modernization, sustainment, and maintenance repair orders within government owned or occupied facilities.
• Perform routine facility maintenance inspections, in-progress Quality Assurance checks, and audits to determine condition levels, assess final work product(s) against requirements documentation to verify results meet customer expectations, and report findings.
• Lead preventative and corrective action efforts, conduct root cause and statistical analyses and report findings.
• Identify, monitor, and control risks, develop and implement risk management plans that establish probability and consequence including appropriate elimination, transference, mitigation, or acceptance strategies.
• Establish, collaborate, and maintain professional relationships with internal and external stakeholders.
• Represent DCSENG in Military Construction (MILCON) planning and design charettes.
• Other duties, as assigned.

Job Requirements:



Knowledge, Skills, and Abilities

• Bachelor's degree in Civil Engineering from an ABET accredited college or university.
• Minimum of twenty (20) years of relevant experience supporting Government customer(s) within the Department of Defense (DOD) community.
• Experience working and collaborating with U.S. Army Directorate of Public Works (DPW), U.S. Army Corps of Engineers, Missile Defense Agency (MDA) and Air Force Civil Engineer Center (AFCEC) Readiness Directorate personnel.
• Demonstrated experience preparing and reviewing Facility Engineering Work Requests and Military Construction Project Data Sheets (DD Form 1391) to include drafting requirements and justifications.
• Manage subcontractors and provide timely and accurate contract deliverables (e.g. monthly status reports, trip reports, slide presentations, project updates, integrated master schedules, etc.).
• Must have the capability to supervise and manage subordinate personnel including, but not limited to, professionally mentor and counsel employees, timecard reviews/approvals, conduct performance evaluations, ensure training requirements are completed, and coordinate with corporate resources to resolve discrepancies.
• Proficient working in a demanding and flexible environment and demonstrated ability to effectively organize, prioritize, delegate, and multi-task.
• Excellent written, oral, and interpersonal communication skills.
• Must be highly proficient using MS Office software applications (Word, Excel, PowerPoint, SharePoint, Project, Teams, Outlook) with the capability to coordinate with and brief high-level military, USG, subcontractor, vendor, and supplier personnel.
• Capable of planning, participating in and leading conference calls, technical interchange meetings, impromptu updates, and preparing comprehensive meeting minutes.
• Ability and willingness to occasionally travel in support of customer requirements to include OCONUS.
• May be required to obtain and maintain a U.S. government issued security clearance at the appropriate level for the duration of the contract Period of Performance. U.S. citizenship is required to be eligible for a security clearance.

Preferred Qualifications

• Current or former registration as a Licensed Professional Civil Engineer.
• Knowledge of U.S. Army rank and grade structure, government civilian pay scale equivalencies, regulations, and other organizations specific to USASMDC.
• Working knowledge of USASMDC construction activities at locations across the globe.
• Familiarity with the Department of the Army Pamphlet 420-1-2 Army Military Construction and Nonappropriated-Funded Construction Program Development and Execution and Army Regulation 420-1 Army Facilities Management.
• Project Management Professional (PMP) certification.
• Active security clearance with current investigation, a plus.

Physical Requirements: Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to thirty (30) pounds as necessary.
