The Cost Engineer Lead coordinates across the organization with Project Managers, Functional Leads, and EPC Contractors to ensure correct project accounting and financial performance. The position is responsible for implementing processes and systems that enable project teams and management to clearly understand financial status of a project.
ESSENTIAL FUNCTIONS
Leads the cost engineering function by providing cost analysis, change management, and budget control expertise on large scale Engineering, Procurement and Construction (EPC) projects.
Prepares monthly project status report including actual and forecast expenditures, variance analysis, and estimate to complete.
Employs proper AFE, budget, KPI and purchase order codes.
Verifies contractor and vendor invoices for payment per contract specifications.
Monitors and analyzes project planned and actual costs versus budget.
Coordinates the invoicing/balance confirmation of non-PO expenses and assists in T&E compensation.
Serves as a liaison between project team and Accounting, Tax, IT, Accounts Payable and insurance teams.
Utilizes historical data, industry benchmarks, and other relevant sources to enhance the accuracy and timeliness of cost estimates and tracking.
Identifies and assess potential risks that may impact project costs and works with project teams to develop risk mitigation strategies and incorporate them into the budget and planning.
Evaluate and analyze change orders to assess their impact on project cost and collaborate with project teams and clients to negotiate and resolve change order issues.
Implement and manage Earned Value Management system to track project performance against planned cost.
Collaborate with procurement teams to obtain competitive bids and proposals from vendors and subcontractors.
EDUCATION AND EXPERIENCE REQUIREMENTS
10 years of experience in high complexity and/or EPC projects in the oil/gas, hydrocarbon, refinery or infrastructure industries.
Bachelor's degree in Accounting, Finance, Engineering, Construction Management or related field. Advanced degrees or certifications a plus.
Knowledge of IBM, VAX, Maximo, Wave, SAP, SpheraCloud, Primavera P6, and MS Office Suite.
