Job Summary

Working with minimal supervision, the incumbent facilitates the process of providing Unescorted Access, completing Reinvestigations and/or Access to Safeguards by making independent decisions while adhering to regulatory and administrative requirements. May direct Contract personnel assigned to assist with Access Authorization or Fitness-for Duty.

Key Accountabilities


  • Administers the onsite Physical Protection Program, the Access and Fitness for Duty, Safety and Security Interface, Work Hour Rule and Safeguards Information programs for the Company’s nuclear facility in accordance with Nuclear

  • Administers the implementation of the Access Authorization and Fitness for Duty Program requirements, while supporting the Safety and Security Interface, Work Hour Rule and Safeguards Information programs for the Company’s nuclear facility in accordance with Nuclear Regulatory Commission (NRC) regulations through implementation of security plans and written security procedures.

  • Responsible for the review of all elements required for individuals applying for unescorted access/access to safeguards, such as Personal History Questionnaires, completed background investigations, psychological evaluations, fingerprint reports including criminal history records on file with the Federal Bureau of Investigation (FBI) and drug and alcohol test results. 

  • Interface with law enforcement agencies, judicial systems, and office of public record to provide official documentation.  Conducts investigations if necessary for any discrepancies to complete trustworthiness and reliability determinations.

  • Conduct interviews with applicants and make decisions to deny access or proceed with the request for Unescorted Access and/or access to Safeguards.

Education, Experience, & Skill Requirements


  • High School diploma

  • Current Drug & Alcohol Collector qualification required

  • Experience in Access Authorization program

  • Able to maintain composure during stressful situations.

  • Verbal and written communication skills.

  • Exhibits professional work ethics.

  • Effectively manage multiple time sensitive priorities.

  • Must hold or be able to obtain unescorted access to CPNPP

Key Metrics


  • Must be able to compare Personal History Questionnaires to official background investigation reports provided by the Background Investigation Company and identify areas of concern as set out in NEI guidelines and Security Procedures.  Conduct additional investigations and/or interviews in areas designated as questionable.  Make decisions to deny access or proceed with the request for Unescorted Access.

  • Excellent oral and written communication skills to deliver information across all levels of the organization, some of which may be technical or sensitive in nature

  • Demonstrated ability to create and maintain a safety conscious work environment and a nuclear safety culture consistent with Comanche Peak standards

  • Obtain and maintain Reviewing Official qualifications and Breath Alcohol Technician.

  • Maintain Drug & Alcohol Collector qualification.

  • The incumbent handles very sensitive and confidential information on a daily basis.  Any judgment errors in handling this data could have a serious legal and/or political impact on Luminant Power.
