Job Summary

This position will work with the Program Development and Proposal team. IIE’s Program Development and Proposal Management team leads efforts to grow and expand IIE’s portfolio of mission-related programs sponsored by the U.S. government, foreign governments, foundations, corporations, organizations, and higher education institutions. The team identifies new opportunities, manages the proposal development and submission process, and writes proposals in consultation with technical experts and leaders across the organization.

The position serves as proposal technical lead on large, complex, and high priority bid opportunities, developing compelling proposals that showcase IIE’s competitive advantage and comply with solicitation requirements. The position is also responsible for tracking assigned opportunities and serves as a key IIE resource for program development.


Essential Functions:

• Serves as lead technical writer, gathering and integrating information and ideas on assigned business development opportunities.
• Leads design and strategy development for assigned proposal opportunities, including working with the pricing team to develop budgets.
• Co-creates and executes business development strategies with departments across the organization.
• Builds relationships with program implementation teams to stay informed about best practices for program design and to develop new and expanded opportunities.
• Establishes and cultivates relationships with existing and potential clients.
• Conducts general market research on potential clients, competitors, and partners.
• Prepares and conducts marketing and promotional pitches.
• Compiles and integrates feedback from reviewers into pitches and proposal.
• Stays informed about international education and development trends and the competitive landscape.

Job Requirements:

Education and Work Experience:
• Requires a Bachelor's degree and at least five years of related work experience, or combination education and experience.

Required Knowledge, Skills and Abilities:
• Extensive experience developing and delivering pitch presentations and leading and writing concepts and proposals that have led to new business with U.S. government, corporations, foundations, foreign governments and/or academic institutions.
• Exceptional writing, public speaking, networking, and customer relationship skills.
• Ability to successfully handle multiple projects at on time and work under tight deadlines.
• Ability to gather information and ideas from a range of sources inside and outside of IIE and integrate information and ideas into a cohesive pitch, concept, or proposal.
• Ability to work collaboratively on cross-functional proposal teams.
• Thorough understanding of corporate, foundation, and/or foreign government funding environment and trends.

Salary Range:$78,534 - $94,937. A candidate’s salary is determined by various factors including, but not limited to, relevant work experience, job-related knowledge, skills, abilities, internal organizational equity, and geographic region.
