The Director of Student Accounts and Bursar oversees college-wide cashiering function in order to provide registration and other financial services to students, faculty and staff. Provides leadership and direction for tuition and fee structure, financial aid resources, billing, change funds and payments. Ensure compliance with College, state and federal regulations and standard accounting procedures.
Specific Duties and Responsibilities:
Provide oversight of the daily operations of the student billing function for student accounts, ensuring compliance with Federal and State laws and regulations, as well as adherence to College policies. Plans, implements and maintain automated and manual cashier system.
Oversee student billing, ensuring accuracy of student charges and performing adjustments as required by federal and institutional policy. Generate billing communications to students and third-party payers.
Oversee registration process, including scheduling staff as needed, updating tuition tables, update monthly production calendar.
Collaborate with Student Services departments (Financial Aid, Registrar, and Student Affairs) to ensure high quality student service.
Ensure integrity of student accounts data for external reporting to the State and prepare and review forms for Internal Revenue Service (IRS).
Ensures timely notification to students with returned checks and prompt collection.
Ensures timely and accurate refunding of tuition and fees in accordance with state and college refunding policies.
Demonstrate a thorough understanding of College policies and procedures that pertain to student billing and payments.
Review monthly appropriate fiscal records and make necessary adjustments to maintain an accurate & current accounting of College funds. Play a proactive role in the fiscal year-end close process. Ensure that all accounts within areas of responsibility are reconciled.
Provide additional support to the Finance department as needed. Recommend and participate in the development of College policies and procedures. Participates in special projects as assigned.
Serves as Campus Security Authority.
Performs other duties as assigned.
Required Education and Experience:
Bachelor’s degree in Accounting required or related field.
At least five (5) years of Accounting experience required.
Experience in a higher education institution or Bursar Office, preferred Experience with internal controls.
At least three (3) years of supervisor experience preferred.

Security Sensitive position: all applicants are subject to a criminal background check under South Texas College policy.
In addition, subject to a federal background check.
Must have or qualify for a valid Texas driver’s license and proof of liability insurance.
Fraud Certification, preferred.
