Education: Required: Four (4) year bachelor's or undergraduate degree from an accredited university, preferably in one of the following areas: psychology, social work, counseling, sociology, education, or related field of study.


Preferred: Graduate degree from accredited program/university in related field.



Experience: Required: A minimum of one two (2) years' experience working with foster and at-risk youth in group facilitation and classroom training. Two (2) years of supervisory and case management experience working with foster care population, crisis intervention, and providing direct services to at-risk youth.



Supervises: Interns




Summary: The Lead Facilitator is responsible for using sound professional
judgement and best practices to ensure quality services are provided to
the service population especially in crises situations while maintaining compliance with established state and federal standards.

Essential Functions:

1. Oversees the daily referral tracking and management of the Life Skills and CLSA programs.
2. Contact and register Youth to complete PAL Life Skill Classes and CLSA.
3. Identify training needs, and actively develop staff to improve client outcomes and meet professional goals.
4. Monitor personnel and client safety and support crisis intervention efforts.
5. Provide crises intervention and respond promptly and professionally to crises calls during working hours.
6. Meet with each assigned intern regularly and participate in monthly supervision with Program Director.
7. Report any suspected abuse or neglect to the program director and all appropriate state and county enforcement agencies.
8. Attend and participate in: staff meetings, in-service trainings and PAL events.
9. Frequently travel within region to provide services to youth.
10. Meet all deadlines required by program supervisor and state/federal partners.
11. Must be able to develop and maintain rapport with youth and families.
12. Knowledgeable in all areas of training curriculum, crisis management, and curriculum development.
13. Excellent interpersonal and problem-solving skills; and ability to relate to a wide range of issues, people and institutions.
14. Public speaking, listening and written communication skills.
15. Ability to maintain confidentiality with clients and staff.
16. Ability to work under minimum supervision. Exercise patience, initiative, and judgment.
17. Ability to establish and maintain effective, professional working relationships with other employees, staff, and the public.
18. Advanced knowledge of Microsoft Office: Word, PowerPoint, Excel, and Outlook.
19. Seeks community resources to enhance PAL Training services.
20. Supports other PAL services as needed.



Measurable Deliverables:

1. Meet all federal and state regulatory guidelines and standards that are applicable to this position.
2. Facilitates Life Skills Classes and completion of youth CLSAs.
3. Obtain Authorization Form (2054) from contractor before allowing young adult to attend training.
4. Maintains youth files and documents.
5. Provides contractors with appropriate documentation by the 10th of the month, and weekly in the month of March and September.
6. Supervision of Interns and Class Scheduling
7. Community education, including general outreach, recruitment, and public presentations, with prior approval from the PD on presentation and content.
8. Records all services and activities in a complete, concise, and timely manner utilizing program forms and Efforts to Outcomes software.
9. Monitor intern performance and ensure program goals and measures are achieved and exceeded wherever possible. Supportively correct performance challenges.
10. Participate in workshops, seminars, education programs and activities that promote professional growth and development.
11. Review and sign children's records in accordance with agency policies and procedures and applicable licensing and contract standards.
12. Compile, prepare, submit and maintain accurate records, files, forms and additional information in accordance with agency policies, licensing and/or contract requirements.
13. Occasionally work evenings and weekends as needed or requested by program director.
14. Implement BCFS safety protocols including evacuating with children and other staff in case of an emergency.
15. Maintain confidentiality in all areas of the service population and program operations.
16. Maintain BCFS HHS professional and ethical standards of conduct outlined in the BCFS employee handbook including demonstrating respect for agency staff, the service population, and community members and complying with the required dress code at all times.



Credentials, Skills and Abilities:

1. Maintain current licenses and certificates required for the position including but not limited to:
• First Aid • CPR • Other ________________________________________
2. Pass a pre-employment drug screen and random drug screens and maintain emotional control and professional composure at all times.
3. Provide proof or work eligibility status upon request.
4. Pass a pre-employment and biennial criminal background and motor vehicle check (fingerprints needed if applicant has lived out of state within the past 5 years)
5. Demonstrate the ability to:
a. Respond sensitively and competently to the service population's cultural and socio-economic characteristics.
b. Communicate effectively in writing and verbally in English and Spanish.
c. Work in a fast paced environment.
d. Maintain computer literacy required to meet the responsibilities of the position.
e. Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team.
f. Travel as needed.
g. Manage time effectively and efficiently.
6. Bilingual preferred (Spanish)
