Overview


The Senior or Lead Market Analyst is responsible for identifying and implementing efficiencies in market processes, designing and overseeing market initiative development, tracking and reporting, providing technical policy support to Markets from design conception through hand-off to implementation teams, and facilitating design validation reviews post-implementation.  In carrying out these responsibilities, the Senior or Lead Market Analyst will ensure adherence to SPP stakeholder processes, including but not limited to the Revision Request (RR) process, protocol management process, and the strategic initiative request process. As such, strong presentation, public speaking, accountability,  planning, and organizational skills are required.


The Senior Market Analyst will be expected to have an understanding of the FERC jurisdictional SPP Tariff and other FERC-approved SPP market tariffs, the Integrated Marketplace Protocols, the Markets+ Protocols, the WEIS Protocols, the SPP Criteria, the SPP Business Practices, SPP’s stakeholder processes, as well as other regulatory requirements. The Lead Market Analyst will be expected to have an advanced understanding of the FERC jurisdictional SPP Tariff and other FERC-approved SPP market tariffs, the Integrated Marketplace Protocols, the Markets+ Protocols, the WEIS Protocols, the SPP Criteria, the SPP Business Practices, as well as other regulatory requirements.


The Senior or Lead Market Analyst is responsible for facilitating market policy discussions with cross-functional SPP staff, market participants, vendors, FERC, and other RTOs/ISOs related to market initiatives, resolving market issues, and presenting market design changes to various SPP organizational working groups and internal committees. In addition, the Senior or Lead Market Analyst will support special projects and be responsible for day-to-day tasks necessary to create and evolve wholesale energy market tariffs and protocols, market processes, and market initiative tracking, reporting, and oversight procedures. 


The Senior or Lead Market Analyst will work closely with SPP Operations, Legal, Regulatory, Settlements, and Congestion Hedging departments to ensure that the implemented software and processes are consistent with approved market design.  This position will support resolving complex problems and ensuring market and operations software and procedures comply with the Integrated Marketplace Protocols and SPP Tariff.  As such, accurate and effective analytical decision-making is required.


The Senior or Lead Market Analyst is expected to manage individual work efforts.


Essential Functions 



  • Provide analytical leadership, assistance, counsel, training, and customer service to all Markets staff involved in facilitating stakeholder processes, including RR development, protocol drafting, and compliance reviews.

  • Provide leadership of cross-functional market processes, such as governing document management and reviewing project priorities.

  • Develop a high level of familiarity with relevant market and operations tools

  • Analyze proposed changes to processes and systems to determine the impact of the changes

  • Assist Markets leadership with special projects

  • Develop, lead, and support the scoping, scheduling, coordination, impact assessments, and execution of the Markets' Strategic Initiative Requests (SIRs) or other special projects, including analyzing the impacts on the market and Market operations.

  • Serve as liaison between external and internal customers by anticipating, identifying, addressing, resolving, and communicating policy, strategic, technical, and administrative issues.

  • Understand the Company’s market rules and apply the knowledge to key business functions.

  • Provide technical expertise to SPP committees and working groups.

  • Develop, lead, and support FERC filings by providing data and assisting in drafting testimony and filing letters.

  • Research and analyze the design of other RTO/ISO markets

  • Facilitate and engage in markets-related SPP stakeholder processes

  • Represent SPP as a staff expert in stakeholder and other forums as necessary


Qualifications


Education Requirements:



  • Bachelor’s degree in Engineering, Economics, Mathematics, Computer Science, Finance or other related degree. For a Senior Analyst five (5) years of job-related experience may be considered in lieu of education. For a Lead Market Analyst ten (10) years of job-related experience may be considered in lieu of education requirement


Experience Requirements:



  • Senior Market Analyst - Five (5) years of job related experience 

  • Lead Market Analyst - Ten (10) years of job related experience

  • Proficient at organizing and conducting complex technical and analytical studies

  • Skilled at analyzing complex issues and communicating results to diverse stakeholders

  • Proficient at organizing and conducting technical and analytical studies

  • Demonstrate strong problem-solving skills, and ability to understand strategic challenges and position solutions to address these

  • Knowledge of electric market concepts and ability to apply understanding in unique analysis

  • Excellent written and verbal communication skills

  • Competent working skills with communication and data handling software such as Microsoft Office, Excel and Access

  • Demonstrate proficiency in business acumen and professional conduct

  • Demonstrate the ability to function with constantly changing and multiple priorities

  • Demonstrate strong organizational skills

  • Strong facilitation skills

  • Ability to work with a broad spectrum of individuals with diverse interests when resolving problems

  • Ability to develop and maintain excellent working relationships at all organizational levels with internal and external stakeholders

  • Ability to work closely with leadership in a dynamic, and fast-paced environment requiring the individual to manage simultaneously several tasks, while paying attention to detail and quality


Preferred:



  • Experience in Open Access Transmission Tariff, Integrated Marketplace Protocols, and working knowledge of NERC Reliability Standards, FERC regulatory orders of regional significance to SPP Markets

  • Experience in asset optimization, market operations or power flow analysis

  • Experience in utility operations, RTO operations or energy trading

  • Experience with data manipulation and analysis of large data sets

Position Type and Expected Hours of Work:


This is a full-time position. Days and hours of workweek are Monday through Friday; 8:00 a.m. to 5:00 p.m.  Working extended hours may be required.


Travel Requirement:


This position requires moderate travel (approximately 20%).
