Planning & Evaluation Specialist

@Orchard LLC is actively seeking to engage an experienced Planning & Evaluation Specialist in support of NOAA's Papahānaumokuākea Marine National Monument (PMNM). The work is located at the PMNM site in Honolulu, HI.
As the Planning & Evaluation Specialist, you will:
- Provide coordination and continued development support for the PMNM Evaluation strategy and the revised joint PMNM Management Plan.
- Assist in implementing and testing existing evaluation strategy methods.
- Assist in coordination with partner agencies in the collection and analysis of identified metrics for evaluation.
- Assist in coordinating with partners and PMNM staff to incorporate program information in the PMNM Management Plan tracking tool.
- Assist in the development and production of the annual review of Management Plan implementation.
- Assist in the preparation of a five (5) year State of the PMNM Report based on the information in the annual reports and the evaluation strategy.
- Assist in coordinating the review of the joint Management Plan. Help facilitate meetings with partner agencies to identify changes and updates needed to the Management Plan based on information from the evaluation strategy.
- Assist management with the development of management plans and the management plan review process, including writing environmental impact statements, reviewing and drafting responses to public comments, staffing public meetings, assists with the development of focal area plans for key management plan action areas such as outreach and education, interpretation, and research plans, assisting with the development of site resource requirements, and other related tasks.
- Assist with the development of PMNM step-down plans that are called for in the Management Plan.
- Assist site leadership and the Reserve Advisory Council (RAC) to plan and carry-out quarterly RAC meetings.
- Master's or PhD from an accredited college or university in conservation biology, environmental sciences, geography, environmental planning, physical or marine biological sciences, social sciences, or other related field.
- Minimum (8) years of experience supporting natural resources planning efforts, including but not limited to writing evaluation documents, tracking tasks, and developing management plans.
- Experience working with multiple agencies, organization of projects and effectively communicating complex ideas and issues to managers and other staff.
- Ability to work with site managers and partner agencies in the development of focal area and strategic plans such as outreach and education, interpretation, and research coordination plans for one or more sites in the PIR. Knowledge of project tracking, evaluation, and monitoring techniques and tools.
- Understanding of issues with data collection and analysis.
- Working knowledge of principles of natural resources or cultural resources management. Working knowledge of the practices and principles of planning and the development of planning documents.
- Ability to implement and manage projects. Excellent Microsoft (MS)Word, Excel, and PowerPoint skills. Outstanding English verbal and written communication skills, attention to detail, organization and time management skills.
- Ability to learn quickly and gain new skills. Strong analytical and problem-solving capabilities.
- Ability to work under short deadlines and changing priorities. Comfortable working as part of a team, and the ability to multitask.
