@Orchard LLC is actively seeking to engage an experienced Program Coordinator in support of Data Integration projects for NOAA's Papahānaumokuākea Marine National Monument (PMNM). The work is located at the PMNM site in Honolulu, HI.

As the Program Coordinator, you will:

• Assist with the development, coordination, management, and evaluation of Data Integration program projects that support the PMNM Management Plan strategies and activities related to the information management system and evaluation of PMNM programs.
• Maintain PMNM information management system updates and ensure it continues to be user-friendly, focused specifically on permit and budget data.
• Coordinating with the PMNM program leads to the development of approaches and tools for data and information collection.
• Serve as lead software architect, engineer, and administrator for systems providing access to and communications with networks and data.
• Ensure compliance with required government and industry standards, security, and access control.
• Assist with technical oversight of civil contractors, interns and/or volunteers conducting related work.
• Develop new, or improve existing, data applications in support of the agency's mission. Maintain or improve existing software systems by enhancing functionality or identifying and correcting software defects. Create and deliver data-driven reports.
• Assist ONMS Regional IT Specialist with IT security, access, and equipment management as needed.

Your background will include the following.

• Bachelor's Degree from an accredited college or university in Computer Science, Geospatial Information Systems, Information Technology or a related field.
• Minimum five (5) years of experience with internet and object-oriented software development, deployment and support, computer programming/software development and architecture, and knowledge of computer networking and network architecture.
• Minimum five (5) years of experience with internet and object-oriented software development, deployment and support, computer programming/software development and architecture, computer networking, and network architecture.
• Minimum five (5) years of experience in systems administration including database server, web server, and application server administration, preferably Windows server technologies.
• Knowledge of software accessibility standards, Federal Information Security Management (FISMA), and other standards related to accessibility and security of software tools.
• Strong software architecture and engineering, data analysis and visualization, and information security skills.
• Possess strong server and client-side development, administration, technical infrastructure design, and planning skills.
• Strong written, oral, and presentation skills.
• Ability to work under short deadlines and to be able to prioritize work, and handle changes in priorities.
