Policy & Permit Coordinator

@Orchard LLC is actively seeking to engage an experienced Policy & Permit Coordinator in support of NOAA's Papahānaumokuākea Marine National Monument (PMNM). The work is located at the PMNM site in Honolulu, HI.
As the Policy & Permit Coordinator, you will:
- Perform tasks such as tracking and analyzing international, federal, and state policies, initiatives, and management plans related to marine and terrestrial ecosystem management and conservation.
- Review and assist in the facilitation and processing of PMNM permits.
- Provide technical recommendations to PMNM planning documents.
- Assist with drafting environmental compliance documents, such as environmental assessments, biological evaluations, decision memos, NEPA, and compatibility determinations, for NOAA permit requirements and compliance documents.
- Provide assistance on policy development for the PMNM Permit Program.
- Assist with environmental compliance requirements, including but not limited to NEPA, ESA, MSA/EFH, MMPA, NHPA, for all permit applications.
- Assist in coordinating the roll-out of online permitting tools.
- Provide final technical support for publication of the annual summary of permitted activities.
- Assist with coordination of necessary updates to PMNM permit policies and/or regulations.
- Provide timely support to maintain a centralized permit filing system and ensure files are up to date.

- Coordinate PMNM Permit Working Group across all Co-Trustee agencies.
- Review and provide recommendations on permit and access-related documents from within the National Oceanic and Atmospheric Administration (NOAA) and other Monument Management Board Partners.
- Assist in coordination and logistics for weekly permit coordinator & permit compliance meetings and assist with meeting facilitation.
- Attend Permit Coordinators' meetings with all Co-Trustee agencies and coordinate permit tasks with other agencies and the Monument Management Board as needed.
- Monitor the NWHI permits email account on a weekly basis. Respond to general inquiries and notify leadership of any potential issues.
- Coordinate and provide pre-access permit briefings to PMNM permittees and participants prior to his/her access to PMNM, with support from other Co-Managers.
- Assist with education and outreach events, public meetings, etc.
Your background will include the following.
- Bachelor's Degree from an accredited four (4) year college or university in Environmental Studies, Environmental Policy, Public Policy, Biology, Geography, or related field.
- Two to five (2-5) years of experience working in conservation, natural resource management, and/or public policy in Hawaii.
- Experience working with community groups, interagency working groups, and/or professionals in the fields of education, research, management, policy, and working with Federal government agencies.
- Experience in developing recommendations and preparing clear and well-organized written reports.
- Ability to assist in data collection and analysis and monitor data integrity and progress toward meeting project objectives.
