Advertised Job Summary:

Under limited supervision and in accordance with State and University procurement related policies, rules and regulations, administers Task Order Contracts (TOC) and administers procurement of construction contracts, and miscellaneous goods and services purchases. Processes solicitations for Construction bids up to $250,000.00.


Minimum Qualifications:

Bachelor's degree and 2 years of work experience that is directly related to the area of employment, or high school diploma and 6 years work experience that is directly related to the area of employment.


Preferred Qualifications:

Knowledge of state and University policy and procedures, specifically procurement of construction related services, and experience related to state procurement and/or construction services contracts/administration.


Knowledge/Skills/Abilities:

Proficiency in computer operations and working knowledge of Microsoft Office required. Ability to collect, compile and assemble information in a clear and concise manner; to present ideas effectively, orally and in writing; to organize and maintain data (computer and hardcopy) effectively; to establish and maintain working relationships; and to communicate effectively with department personnel and general public.


Job Duty:

Administers Task Order Contracts for authorized construction contractors by issuing Request for Quotes (RFQ), delivery orders to low bidder, and changes orders as requested by project managers. Monitors status of delivery orders, and in consultation with project managers, tracks status of contracts to ensure conformance with dollar and time limits and notifies Purchasing Manager to initiate new contract procurement prior to contract expiration. At expiration of contract, processes closing of contract and associated purchase orders. Maintains procurement and contract records for construction IDC.

Coordinates the design-bid-build, Minor Construction and Small Quote project delivery method in accordance with South Carolina Procurement code. Serves as consultant to project managers and departments throughout the University for the purpose of assisting and guiding purchases of construction.
