Under the direction of the Program and Project Supervisor, the Associate Governmental Program Analyst (AGPA) will oversee the ongoing contracting and performance oversight of third-party expert consultants needed to meet compliance requirements pursuant to AB 2143 (Carillo 2022) and to oversee the California Distributed Generation Statistics website. AB 2143 requires the CPUC to implement a new records retention system of prevailing wage documentation linked to specific qualified renewable electrical generation projects and any associated battery storage taking service on Net Energy Metering or Net Billing tariffs. The expert consultant provides outreach to required reporters to accept and conduct quality controls of payroll information and ensures the information is received by the CPUC to meet legislative requirements using a secure process as established with the support of the AGPA.
California Distributed Generation Statistics (DGStats) is the CPUC's official public reporting site of all distributed generation projects in PG&E, SCE, and SDG&E.
Additionally, AB 2143 requires the CPUC to prepare annual reports on the growth of DER in disadvantaged and low-income communities for residential customers. This position would also support in the procurement, contracting and management of a one-time consultant needed to develop a reporting methodology and information analysis protocol that will ensure ongoing compliance with the new DER reporting requirements in AB 2143.
The AGPA may be tasked with conducting original research on complex and technical problems; will take lead responsibility in managing work products and timelines for a CPUC activities; organize stakeholder meetings and workshops; summarize positions on policy proposals; and assist Administrative Law Judges in drafting proceeding document. The AGPA will be expected to work with the utilities and other stakeholders to ensure program administration activities are conducted in a manner consistent with Commission decisions and directives, as well as yield results that advance state policy, and ratepayer interests.
