The Treasury Relations and Support Office (TRSO) is the Federal Reserve System’s (FRS) national product office that oversees fiscal agency services provided by the Federal Reserve Banks for the U.S. Treasury (Treasury). The TRSO is looking for an Assistant Vice President or Vice President to support the TRSO’s business engagement and performance management of the 30 business lines and enterprise services across the FRS System. This position will report to the TRSO’s Deputy Product Manager, who has responsibility for overseeing and directing the operational functions of the TRSO, including business engagement, performance management/reporting, governance, communications finance, strategic consulting, and the TRSO’s program management office.

This position will be working closely with senior executives and business leaders across the system with responsibility for FRS Treasury Support portfolio, FRS executives in FRFS, and Treasury executives. This position will have a manager reporting to them and will provide the opportunity to influence, facilitate discussions, consult, and work with executive leadership in formal (e.g. representing the TRSO or FRS Treasury Support on various workgroups) and informal (e.g. general consultation) capacities.

Responsibilities


  • Provide strategic leadership and oversight to the TRSO’s business engagement and performance management function, ensuring alignment with priorities of the Treasury, Bank and System. The business engagement and performance management team serves as key relationship managers for the FRS Treasury business leaders; regularly engaging with the Reserve Bank Treasury Directors, and the National IT Treasury Services Division to support collaborative outcomes that facilitate the FRS’ overall support for Treasury. 

  • Develop and maintain strong relationships with Treasury executives responsible for the Fiscal functions supported by the Federal Reserve Banks.

  • Establish a strong collaborative working relationship with Reserve Bank Operations staff at the Board of Governors and audit functions within FRS Treasury Support Reserve Banks, as appropriate.

  • Develop long-term goals and short-term objectives, including the development and management of large-scale project implementations, and monitoring performance on technical programs, operating targets and multi-year budgets.

  • Develop and produce meaningful executive-level reports on the overall health of the Treasury portfolio.

  • Create, improve and drive scalability of FRS Treasury Support processes, products and systems.

  • Driving collaboration and synergies across the Reserve Banks to enhance overall performance and results.

  • Lead strategic initiatives, including executing on creative solutions to business challenges.  

  • Actively engage and contribute in Treasury and FRS system workgroups representing TRSO and Treasury business lines.

  • Providing thought leadership and influencing initiatives important to the Bank.

  • Attracting, developing, and retaining high-performing leaders and staff.

  • Create and foster a culture consistent with the Bank’s core values and furthering an inclusive work environment that encourages continuous improvement, strong financial stewardship and growth.

Qualifications


  • Bachelor degree required, Master’s degree preferred.

  • 10+ years' related business experience.

  • 5+ years’ progressive leadership experience managing complex businesses and operations. 

  • Prior experience leading and managing FRS business or support functions and existing established positive relationships within FRS strongly preferred.

  • Strong executive presence, relationship management and negotiation skills.

  • Excellent oral and written communication skills, including the ability to develop and deliver presentations to executive audiences, and prepare written reports that will be broadly circulated within the Federal Reserve System and Treasury.

  • Demonstrated ability and willingness to have direct conversations to address and resolve issues at all levels of the organization.

  • Strong people leadership and talent management skills including attracting and hiring talent, engagement with staff and a focus on individual and team development.

  • Strong project management and operations management abilities, including the ability to manage multiple highly visible initiatives concurrently.

  • Organizational, interpersonal, and collaboration skills with a focus on working in a team environment.

  • Experience leading teams through organization change.

  • Demonstrated strategic and tactical leadership including program management skills and technical acumen.   

  • Demonstrated operational management and leadership including the establishment and monitoring of key performance indicators.

  • Strong organizational agility skills and political savviness; demonstrated personal resilience when faced with challenges and setbacks.

  • Ability to work cross-functionally to solve complex problems, manage change and improve quality and service.

  • Demonstrated ability to manage multiple highly visible initiatives concurrently. 

  • Ability to develop and leverage a strong external network including contacts in other Reserve Banks, Treasury and in other external organizations.

  • Solid understanding of the FRFS governance structure preferred.

  • A demonstrated commitment to diversity and inclusion.
