Oversees complex research and engagement activities in the Federal Reserve’s 4th District and across the System. Engages in economic research, analysis, and discussions to provide thought leadership on critical policy issues that are used to advise and inform the Bank’s President and Boards of Directors on matters relevant to the District’s economy.  Provides operational and strategic oversight for the Small Business Credit Survey (SBCS) including management of a team of experts and analysts.  Communicates with a wide audience, including internal and external policymakers and public officials, researchers, small business contacts, as well as with economic development entities. Participates in the public education mission of the Research department through public presentations, programs, social media, interviews or interactions with media outlets, and development of indicators or other products offered on our public website and the FedSmallBusiness.org website.

Essential Accountabilities


  • Establishes a body of analytical work relevant to understanding the District’s economy, actively engages with other researchers investigating the same or similar topics, and keeps informed of important and emerging economic issues.


  • Maintains collaborative relationships with internal and external partners, including lenders, government, community representatives, and others to assess and be responsive to community needs.


  • Represents the Federal Reserve Bank of Cleveland within and outside of the Federal Reserve System, including to System leadership, local, state, and national groups.


  • Leads strategy development to ensure activities align to Department, Bank and System strategic plans. Positions the team to advise on policy and programmatic positions that are proactive and purposeful, informing policy and practice.


  • Ensures research and/or outreach efforts are communicated to inform policy discourse both internally and externally, and in partnership with research, public information, and government affairs staff.


  • Oversees cross-functional research and/or outreach activities including the production of internal and external publications and engagements with key stakeholders. Ensures distribution of timely data and intelligence to colleagues in the Bank and System and, where possible, the public.


  • Communicates to a broad array of stakeholders including academic audiences, policymakers and public officials and conducts or advises on briefings to Bank and System leadership.


  • Has accountability for the performance and results of a team. Coaches, delegates, and reviews work of less experienced staff, as well as serves as a knowledge resource.


  • Addresses project management issues by identifying gaps and opportunities with resources, plans, contracts, and cross-functional support; implements approaches that increase impact and reach of the work in the District and/or the Federal Reserve System.


  • Performs other duties as assigned or requested.


Education and Experience


  • Doctorate in Public Policy, Economics, or Finance


  • Minimum of 7 years of diverse professional work experience including a minimum of 3 years as a Federal Reserve economist, economist at another central bank, or university assistant professor.


  • 3+ years of function and/or project management preferred.


Knowledge and Skill Areas – Expert Level


  • Ability to understand and explain economic and community development-related research and adapt messaging to different audiences.


  • Expert knowledge of economic theory, econometrics, and statistics.


  • Knowledge of regulations, procedures, and practices of a specific discipline.

General Working Conditions and Physical Demands

Traditional office environment: Employees typically sit most of the day, work with a computer and may answer/respond to phone calls. Physical movement consists of walking for meetings, breaks, etc. Ability to lift items weighing approximately 20 pounds on a limited basis is required. Employees may be required to travel by car/air.
