Job Description:

JOB SUMMARY: As an important part of the multidisciplinary Child & Family Treatment Team, the Dual Diagnosis Clinician works with youth clients and their families, providing individual, group, and family counseling services. Therapeutic interventions will come from an integrated approach to address underlying issues related to substance abuse and co-occurring mental health. The Dual Diagnosis Clinician also serves as liaison for youth and families in need of community services.

ESSENTIAL FUNCTIONS:
Works closely as part of a multi-disciplinary treatment team providing outpatient services to youth clients and their families; Conducts comprehensive assessments that includes assessment for the presence and impact of trauma (e.g., personal, intergenerational, community, and historical) in the youths and family, and be able to provide and justify mental health diagnoses given;Identifies needs and current functioning by working with the youth clients and families to comprehensively assess current strengths, behavioral health needs, and functioning across key life domains (e.g., school, family, social, and community);Works with the youth clients and family to develop a treatment plan, written in the language of the family. This should include measurable indicators of progress; Utilizes evidenced-based interventions in a variety of therapeutic contexts including individual, family, and group therapy sessions; Works with the clients and family to identify and address risk and safety concerns at home, in school, and in the community;Works collaboratively with treatment team members and other agencies to apply recognized principles, procedures, techniques, trends, and literature of individual and group counseling to foster a safe and supportive environment for open communication, healing and growth; Develops individualized safety plans (as indicated) that should be co-created by the youth and family, and include the identification of safety concerns, potential crises, triggers, de-escalation and coping strategies utilizing functional strengths, actionable stabilization steps, prevention measures, and youth- and family-identified supports. Regularly monitors and updates the safety plans;Uses crisis de-escalation skills and demonstrate ability to effectively prevent or stabilize crisis situations. Works with the youth clients and family to develop their own crisis de-escalation skills; Builds skills by working with youth and family to develop adaptive and emotional coping skills such as emotional regulation, problem-solving, communication, conflict management, and decision-making;Educates clients and their families about addiction, recovery, co-occurring issues, relapse prevention strategies, and other coping skills, and provides empathetic and compassionate support to help them to improve their well-being and quality of life;Engages the youth clients and family in initial and continued psychoeducation surrounding the diagnoses and/or behavioral health needs, as well as applicable intervention strategies;Maintains documentation in client files and agency logs in EHR within agency-stated timelines and standards;Maintains compliance with all state and federal laws and regulations, as they pertain to position including HIPAA, scope of practice, accreditation standards, OHA and OSHA;Models appropriate professional behavior to staff, clients, and community partners;Develops and maintains strong collaborative relationships with a wide range of community partners, including, but not limited to: County DHS and Health Departments, Adult Community Justice, Public Health, and other programs and departments;Works closely with referral sources, keeping them informed on the progress of the clients, as needed and appropriate to client confidentiality per HIPAA and 42 CFR and Oregon statutes;Other related duties as assigned by the Clinical Supervisor or Program Director.

QUALIFICATIONS:

EDUCATION AND/OR EXPERIENCE REQUIREMENTS:
Masters degree in Mental Health, Psychology, Social work, Counseling, Child & Family, or other behavioral science field required Minimum 1 year working with youth in a behavioral health setting (2 years is preferred) Minimum 1 year working with substance-use disorder (2 years is preferred) Minimum 1 year experience providing family counseling For individuals in recovery from substance-use disorder, must have maintained continuous recovery for the previous two years at the time of hire

LICENSES AND CERTIFICATIONS:
QMHP certification required, or QMHP-R, CSWA or PCA immediately upon hire with ability/commitment to attain certification within 6 months or 2 years, respectivelyCADC-I required Must maintain a valid Oregon Driver License or ability to obtain one upon hire and be insurable under the organizations auto liability coverage policy (minimum 21 years of age and at least 3 years without any DUI or moving violations)

PREFERRED:
Bilingual in English/Spanish a plus

REQUIRED COMPETENCIES: Must have demonstrated competency or ability to attain competency for each of the following within a reasonable period:
Ability to provide treatment for mental health and substance-related disorders including client evaluation and individual, group, family, and other counseling techniques following program policies and procedures for client case management and recordkeeping, and recording information timely and accurately in the client files in accordance with program policies and procedures and applicable OARs; Have demonstrated competencies to identify precipitating events; gather histories of mental, emotional and physical disabilities, alcohol and drug use and substance abuse disorders, past mental health services and criminal justice contacts; assess family, social, and work relationships; conduct a mental status assessment; document rationale for diagnosis; write and implement a treatment plan; conduct and document a mental health assessment; and provide mental health treatment and rehabilitative services within the scope of his or her practice; Understanding of common co-occurring diagnoses and trauma-informed approaches; Ability and willingness to perform high level collaboration with various team members, clients and families, and community partners; Ability to work effectively and respectfully in a diverse, multi-cultural environment, including working with students and families in poverty using empathy, compassion, and a positive, non-judgmental approach; Proficiency in MS Office 365 (Word, Excel, Outlook), EHR platform, databases, virtual meeting platforms, internet, and ability to learn new or updated software; Good documentation and record-keeping skills; Strong interpersonal and customer service skills; Strong communication skills (oral and written); Strong organizational skills and attention to detail, accuracy, and follow-through; Excellent time management skills with a proven ability to meet deadlines; Critical thinking skills; Ability to maintain strict confidence as required by HIPAA, 42 CFR, and Oregon Statutes; Ability to build and maintain positive, collaborative relationships with staff and a range of community partners; Ability to function well and use good judgment in a high-paced and at times stressful environment; Ability to manage conflict resolution and anger/fear/hostility/violence of others appropriately and effectively; Ability to work independently as well as participating as a positive, collaborative team member.
