Pay range is $23.821 - $35.115 per hour. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.
JOB DUTIES:
• As the only accountant for the office, will track and manage a budget of over $13,000,000.00.
• Provide routine support for the office such as engaging/ interacting with the public, collecting/ reviewing information and writing responses to inquiries or complaints, composing or tracking preparation of administrative, operational, or similar reports or informational summaries concerning budgeting, arranging schedules and agendas, recording minutes, and preparing a written record of proceedings for various meetings.
• Coordinate people, equipment, location, and supplies for meetings and/or conferences; coordinate workflow and schedule office operations/support staff activities to facilitate the management of program operations.
• Prepare documentation pertinent to grant administration activities such as grant requirements, grant awards, grant requests, or application reviews for adherence to grant requirements; compile reports and analyze relative to grant usage and compliance.
• Interpret appropriate federal and State laws, rules, regulations, and standards to ensure compliance and efficient operation in accordance with prescribed accounting principles, theories, and concepts.
• Extract, compile, study, analyze, and interpret financial data from vouchers, ledgers, journals, and other accounting documents and databases to develop and prepare spreadsheets, reports, statements, and other financial documents or files to assist management in analyzing, financial planning, forecasting, budgeting, and decision making.
• Compile financial data to develop budget proposals; recommend budget proposals based on analysis of data compiled and assist management in planning and administering funds; monitor budget and provide ongoing reports to management.
• Review and interpret data on vouchers, invoices, computer printouts, and other source documents, files, or databases to ensure the information is accurate and complete in compliance with established agency policies and procedures.
• Post data to ledgers, journals, databases, and/or worksheets to establish and maintain records of all financial transactions. • Balance and/or reconcile ledgers, journals, worksheets, and accounts to verify that posting is complete and accurate.
• Enter budget amounts in each project category in the Federal NHTSA GTS system with the amount to be matched with local funds and the amount being spent for the benefit of local agencies vs. state agencies.
• Check-in all invoices, claims, grants, and mini-grant requests submitted to the office and enter them into the tracking system to assign them to the proper project manager.
• Review and submit all payments to NDOT Controller to be paid, then verify the monthly voucher from the Controller and submit that to NHTSA for reimbursement.
• Track our soft match funds from DMV to verify they meet requirements.
• Create, process, and distribute all financial reporting documents to the office, the NDOT Controller, and NHTSA.
• Verify all vendors are properly registered with the Federal Audit Clearinghouse, sam.gov.
• Send audit letters to all grantees, who have received Federal Funds, to notify them to submit the required audit documentation.
• Perform additional duties as assigned.
REQUIREMENTS / QUALIFICATIONS
Minimum Qualifications:
Associates degree in accounting, finance, business administration, statistics or related field and experience with accounting/financial management systems OR 2 years' experience with professional accounting procedures including developing and modifying accounting/financial management systems.
