Pay range is $19.631 - $28.938 per hour. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.


JOB DUTIES:


• Manage the NDOT and State Fuel System and Voyager Fleet Card System.
• Maintain multiple State Agency Fuel Card Accounts and the fuel card inventories for all State Agencies using the Fuel Card system. This includes setting up new Agency accounts with Fuel card providers (US Bank/Voyager).
• Implement policies and procedures for Agencies within the Voyager System.
• Manage and maintain the NDOT Fuel Sites, including the fuel inventory system, fuel card reading pedestals, and fuel dispensing equipment.
• Coordinate repair of fuel site dispensing equipment between District personnel and vendors when necessary. EKOS is the current software used by NDOT for Fuel System Inventory and Management.
• Liaison between the State Fire Marshall's office and NDOT to keep NDOT management current with policy and requirements set forth by the State Fire Marshall office.
• Apply for and manage permits for the NDOT Fuel Sites as mandated by the NE State Fire Marshall Fuels Division.
• Maintain and manage the list of NDOT training and records for certifications for Underground Storage Tank sites.
• Coordinate software system issues either with NDOT Support Staff or with US Bank/Voyager staff.
• Reconcile Voyager weekly/monthly billings for proper expenditure codes and release billing files to NDOT Controller Division for processing of payments.
• Reconcile and produce reports about fuel usage, inventory, and Agency billings as necessary.
• Train and assist other NDOT employees and other State Agency personnel with Voyager Card System software in order to maintain the accounts, card inventories, and fuel purchases.
• Actively be involved in developing new solutions for fuel system management as future needs of NDOT evolve.
• Other duties may be assigned in support of Fleet Management Group



Requirements/ Qualifications:




Minimum Qualifications:



Associate degree in public or business administration, accounting, or any discipline related to the work assigned. One year of experience in administrative, business management, or technical support work including collecting and interpreting statistical, financial, program, or administrative data; or interpreting laws, rules, regulations, and processes. Experience may substitute for education on a year-for-year basis.



Preferred Qualifications:



  • Associate Degree or higher in accounting, business management, business administration, or finance.

  • Experience producing reports from one or more sources.

  • Experience in using standard computer operations and applications is also required.

Regular and reliable attendance is required.



KNOWLEDGE / SKILLS / ABILITIES



Knowledge of:


  • Administrative report preparation practices.

  • Record keeping practices.

  • Inventory control practices.

  • Office procedures and equipment; automated data processing and inventory systems.

  • The Nebraska uniform fuel credit card system.

  • Laws and regulations that impact the assigned work unit operations.

  • NDOT organizational structure, functions, goals, policies, and procedures.



Ability to:


  • Develop and maintain inventory control systems.

  • Identify and interpret program requirements, policies, and regulations.

  • Collect, assemble, and analyze facts and develop conclusions to recommend solutions to problems.

  • Interact with agency managers, employees, and the public to gain their cooperation and to establish working relationships.

  • Formulate and recommend modifications to operational directives to attain agency goals.

  • Oversee and coordinate the fuel credit card program operations.
